U.S. Fish and Wildlife Service (USFWS) is seeking applications for its Combating Wildlife Trafficking Strategy and Partnerships Program to provide financial assistance to projects that address the trafficking of CITES Appendix I and Appendix II species in relevant supply, transit, and consumer countries, and that strengthen the long-term capacity of CITES Parties to implement and enforce the Convention.
Projects should lead to a reduction in the poaching and/or trafficking of species that are listed on CITES Appendix I or II including (but not limited to) the following:
- tortoises and freshwater turtles,
- big cats , including lions, leopards (including snow and clouded leopards), jaguars, and cheetahs,
- pangolins, and
- African grey parrots.
Priority will be given to projects that also lead to enhanced scientific, management, and enforcement capacity of national CITES Authorities to effectively address wildlife trafficking in relevant supply, transit, and consumer countries, including ensuring that violations are detected and enforced and/or appropriate and relevant national legislation is in place to effectively implement CITES.

Eligibility Criteria
- Applicants under this program can be: individuals, multi-national secretariats, foreign governments, U.S. and foreign non-profits, non-governmental organizations, community and indigenous organizations, U.S. and foreign public and private institutions of higher education, and U.S. and foreign for-profit organizations.
- U.S. non-profit, non-governmental organizations with 501(c)(3) Internal Revenue Service (IRS) status must provide a copy of their Section 501(c)(3) status determination from the IRS.
- Applicants must ensure that activities occurring outside the United States are coordinated as necessary with appropriate U.S. and foreign government authorities and that any necessary licenses, permits, or approvals are obtained prior to undertaking proposed activities. The USFWS does not assume responsibility for recipient compliance with the laws and regulations of the country in which the work is to be conducted.
