WPHF launches a Call for Proposals in Ukraine

The Women’s Peace & Humanitarian Fund (WPHF) has launched a Call for Proposals in Ukraine to support civil society organizations working to increase women’s participation in humanitarian and crisis response, enhance the protection of women and girls, and improve the socio-economic recovery and political participation of women and girls displaced by the war in the Ukraine.

Objectives

• The overall purpose of this Call for Proposals is to provide grants to women and young women’s civil society organizations in Ukraine that implement project activities in one of the following three impact areas and their respective target groups:
  • Impact Area 3: Humanitarian and Crisis Response – focused on enhancing the participation and leadership of women in humanitarian planning and response. Projects can target all women and young women or specific sub-groups of women and young women as appropriate.
  • Impact Area 5: Protection of Women and Girls – focused on enhancing the safety, security and mental health of women and girls’ and their human rights. Projects can target all women and young women or specific sub-groups of women and young women as appropriate.
  • Impact Area 6: Peacebuilding and Recovery of Forcibly Displaced Populations – focused on improving the socio-economic recovery and political participation of women and young displaced by the war in the Ukraine. Projects should specifically target women and young women that are internally displaced in the Ukraine. Projects under this impact area will be part of the Funding Initiative on Forced Displacement.
  • All project activities aim to contribute to the overall goal of peaceful and gender equal societies, and are aligned to UN Resolution 1325 on women, peace and security.

Funding Streams

• WPHF seeks to fund qualifying local organizations in Ukraine through the following funding streams:
  • Programmatic funding from  30,000 USD to 500,000 USD
    • To finance programmatic activities of CSOs aimed at increasing the participation and leadership of women in humanitarian planning and response (in line with WPHF impact area 3); enhancing the safety, security and mental health of women, as well as advancing their human rights (in line with WPHF impact area 5); and improving the socio-economic recovery and political participation of displaced women and girls due to the war in Ukraine (in line with WPHF impact area 6).
  • Institutional funding from 5,000 USD to 30,000 USD
    • To  reinforce the institutional capacity of women’s rights and women-led organizations that i) have a specific focus on women and girls in forced displacement; and ii) have women and girls in forced displacement as staff members (in line with WPHF impact area 1).
    • Programmatic funding on outcome 6 and institutional funding are linked to the  Action Network on Forced Displacement – Women as Agents of Change  led by the  German Federal Ministry for Economic Cooperation and Development (BMZ). Grantees will be invited to participate in related activities of the Action Network.
• Please Note: An Organization Can Only Apply One Time For Programmatic Funding And/Or One Time For Institutional Funding. Organizations Who Apply For Both Streams Need To Submit Two Separate Applications Packages Based On The Requirements And Related Templates Of Each Stream.

Duration

• CSOs can apply for a maximum of 7 months for Impact Area 3: Humanitarian and Crisis Response & Impact Area 5: Protection of Women and Girls
• CSOs can apply for a maximum of 24 months for Impact Area 6: Peacebuilding and Recovery of Forcibly Displaced Populations
• CSOs can apply for a maximum of 12 months for Institutional Funding.

Eligibility Criteria

• International, National, regional or local/grassroots women or young women led, women’s rights, youth rights, feminist, or civil society organizations with a proven track record working with women, young women and girls in forced displacement, are eligible to apply. Organizations led by displaced persons are strongly encouraged to apply.
• Women’s Rights or Feminist Organization: The organization’s official mission/vision statement must reflect its commitment to addressing multiple/intersecting forms of discrimination and advancing gender equality and women’s rights. The organization must aim to address the underlying drivers/systems/structures, including patriarchy and gendered power dynamics, and work to transform these.
• Women-Led Organization: must be headed by a woman as director/head of organization.
• Youth Focused Organization: To be considered “youth focused”, the organization’s core mission/vision must focus on supporting the social, economic and political participation of young women and young men and addressing multiple/ intersecting forms of discrimination against young women and men. WPHF will provide specific attention to youth focused organizations supporting young women, advancing gender equality and peacebuilding.
• Young Women Led Organization: must be headed by a young person aged between 18 – 29 years old who serves as director/head of organization
• Organizations led by a displaced person (refugee, IDP, returnee or asylum seeker): must be headed by a refugee or displaced person as director/head of organization

Ineligible

The following are NOT eligible to apply for a grant from the WPHF:

• Government agencies or institutions;
• UN agencies or UN Country Teams;
• Private individuals;
• Private sector entities;
• Universities, Think Tanks or Education or Research Institutions
