On behalf of the consortium, World Wildlife Fund (WWF) Nepal, Hariyo Ban Program invites proposals from all eligible VAT registered consulting firms to undertake the assignment, “Support for Capacity Enhancement of Local Governments for Ecosystem-based Adaptation and Community Led Initiatives for COVID-19 Response.”

The major objective is to support selected local levels to develop (new) or review (existing) Municipal level disaster preparedness and response plan integrating CCA, DRR, Ecosystem resilience including response to COVID-19 pandemic and capacity enhancement of the Rural Municipalities/Municipalities.
The specific objectives of the proposed actions are to:
To meet the objectives, multiple consulting firms will be hired through competitive process. The consultant will prepare the package for any three local levels from the list provided above. The consultant shall clearly state the appropriate methodology in the technical and financial proposals as per the outline stated below:
Additional inputs/cost-share from the consultant’s side will be considered positively in the proposal evaluation. While submitting the proposals, it should be clearly stated whether the consultants are open to providing technical assistance in local levels other than the ones mentioned in their proposals.
The Program, under its Small Grants Program1 initiative, aimed to support local governments to enhance their disaster preparedness and response capacity through development (new) and review (existing) of their disaster preparedness and response plans, including incorporation of provisions to respond to COVID-19 and similar pandemic in the future. Hence the Program called for proposals for Disaster Response and Management Grant under Small Grants Program and selected proposals from the following 15 Municipalities for implementation:
The interventions from Hariyo Ban Program will be packaged in accordance with the accepted proposals. This work will be carried out in coordination and collaboration with concerned local governments, community institutions and likeminded organizations focusing on three critical issues at the moment: (i) how to take the emergency response actions effectively in a community-based approach, (ii) how to mobilize local resources quickly in strategic manner, and (iii) how to encourage local community people proactively to participate in addressing COVID-19 pandemic.
