Save the Children – Tanzania is currently inviting CSO partners in implementing community Nutrition and livelihood interventions under the Lishe Endelevu activity aimed at Improving Nutrition status of women of reproductive age, children under five and adolescents.
USAID Lishe Endelevu (Sustainable Nutrition) is a 4-year Activity that aims at improving nutrition outcomes for women of reproductive age, children under five, and adolescents in four regions of Tanzania. The activity, anticipates to reach over 1.5 million women of reproductive age, 1.1 million children under five, and 330,000 adolescents 15-19 years of age with improved nutrition services, social and behavior change (SBC) for optimal Infant and Young Child Feeding (IYCF) and water, sanitation and hygiene (WASH) behaviors; promotion of nutrition-sensitive livelihoods; and positive shifts in gender norms and equitable household decision making.
Scope and Objectives of CSOs
The overall objective is to support the implementation of nutrition-sensitive activities intervention in the target communities across the four regions by focusing on result area 2 and 3. The CSOs deliverables will be:
- Community mobilization, coordination and collaboration:
- Implementation of community SBC activities
- Capacity building of CHWs/CHVs and support groups.
- Support the implementation of livelihood activities at community level
- Equitable control over household resources and income generation for dietary diversity.
Geographic Coverage: 1,755 villages, 493 wards, across 22 districts in regions of Dodoma (6 districts), Morogoro (all districts), Iringa (3 districts) and Rukwa (all districts).
Target Beneficiaries: Women of reproductive age especially; Pregnant, lactating women, caregivers, adolescents and children under five
Implementation Period: February 2019 – June 2022
Results
The activity aims at reducing stunting by pursuing three key results:
- Result 1: Strengthening Multi-Sectoral Coordination for Improved Nutrition at the Local Government Level
- Result 2: Improving Health, Nutrition, Caregiving, and WASH Behaviors of the target beneficiaries
- Result 3: Increasing Access and Availability of Diverse, Safe, and Nutritious Foods
Selection Criteria
- CSO selection criteria focuses on the areas of management, compliance, and program components, which will facilitate holistic understanding of the organization’s strengths and challenges for future improvement plans and ability to deliver agreed activities.
- Geographical location and the Organisation
- The selected CSO should be legally registered and should have been operating for more than two years and have a physical office in the district where the program will be implemented in either Dodoma, Iringa (Kilolo or Iringa DC), Morogoro (all 9 districts) or Rukwa (all four districts).
- Be well known by the LGA in the program area. Applicants should submit a letters of support from respective LGAs signed by the District Executive Director and sealed with an official district stamp.
- Have a clear vision and/or mission stated description of what the organization aspires to achieve or become
- The organization has a well-designed structure (e.g., organogram) relevant to its mission/goals and programs
- Identified the functions and responsibilities of departments
- Clearly defined and appropriate lines of responsibility and communication among departments
- Have the board drawn from a broad spectrum; all members have relevant experience and has term limits that are defined
- A clear succession plan and would handle transition by having a senior management team fill in or one or more members of the management team would take on the CEO/ED
- The organization has complete and appropriate operational policies and procedures including procurement, travel, child safe guarding, information system, personnel, HR and that are known and understood by staff
- Has JDs that are respected for each staff member, have skilled staff and some clear recruitment procedures to fill in the gap where necessary
- Has a process for assessing staff performance
- Has setting objectives, listing responsibilities/ tasks, assessing performance on past activities, supervision and professional development
- Program Focus
- The program places emphasis on interventions addressing nutrition issues in pregnant and lactating women and children under five years of age including livelihoods.
- Have demonstrated experience in implementing community-based nutrition specific and nutrition sensitive programs and activities with impact on the nutrition status of women of reproductive age and children. Previous or current experience of implementing nutrition and behaviour changing programs capacity strengthening, VSLA, facilitation in Support Groups, supportive supervision, mentoring and coaching will be an advantage in the selection process.
- Collaboration and engagement
- Experience in working with multi-stakeholders including Ward and village government, other front line workers e.g. CHW/CHV, UN, Donors, other CSOs and with private sector.
- Be a reputable indigenous non-governmental organization (NGO), community-based organization (CBO) or Faith-Based Organization (FBO).
- Financial Management
- Have appropriate financial System fully operational, computerized accounting system will be an added advantage, Systems that are consistently adhered to, reviewed and updated, Systems known and understood by trained staff
- Have experience (supported by evidence) of managing grants or funding from donors. A letter of recommendation from at least one current or previous donor will be an added comparative advantage
- Be able to implement activities covering the whole district.
- Experience in managing over 200,000 USD Grant proposals
- Comply with statutory and donor audit
- Have diversified funding base with strong stakeholder relationships
- Management
- The organization has a comprehensive, written strategic plan that reflects its mission, vision and values based on the plan
- Business plan, annual operation plan, any successful bid for resources
- A well-defined M&E plan, Quality monitoring toll and performance expectations
- Supervision plan with supportive tools
- Information Technology
- The Organization must have at least the minimum standards of systems access. System access must be protected by controls for restricted access according to staff’s requirement
- All email users are oriented to IT usage
- Each staff provided with an official email account and internet access for exclusively official use.
- All data that is used for official purposes for Save the Children and Partners must be backed up regularly to prevent any loss of data and ensure business continuity in the event of any serious incident.
- Computer hardware, data and documentation must be protected from damage or problems caused by natural hazards, outside influences and theft by whatever means are considered appropriate. This includes ensuring that third parties will not be able to access data stored on IT equipment
