The United Nations Development Programme (UNDP) has announced a call for proposals for “Designing Communication strategy and media campaigns’ for the GCF funded project on Enhancing Climate Resilience of India’s Coastal Communities.”
Objectives
- Developing a communication and media strategy and action plan to guide the National and three State PMUs in taking forward work related to creating community awareness and learning through local and relevant communication mediums across the three states on:
- climate change and its impacts,
- the need to conserve and restore ecosystems to buffer extreme events and
- information for target communities on learning / adopting sustainable livelihoods, with an aspect on empowering women and vulnerable communities,
- Developing a strategy for enhancing visibility of the project and its outcomes – especially in relation to the new approach of integrating ecosystem-centered and community-based approaches to adaptation into coastal management and planning by the public sector, private sector and civil society.
- Developing a blueprint for important Campaigns that can be carried out under the project in these three project states.
- Ideas for developing knowledge products to build and strengthen the capacity at different levels for the effectiveness of ecosystem and community-based adaptation as required.
- Spread awareness about UNDP’s initiatives on ecosystem-based adaptation and resilience of coastal communities at local, regional and national level.
Scope of Work
- Assess the target landscapes in the three states to understand the following:
- Analysis of the situation on ground and the audience- their needs and usage of media.
- The content and media (paper, radio, television, digital) that would be most effective district wise.
- Creating a contact list of relevant media houses and environment journalists covering all media – print, TV, radio, web etc; as well as a strategic plan for mapping different agencies/media houses working in the same field and developing effective communication approaches with these agencies/media houses
- Develop a communication and media strategy – The communication and media strategy should be aligned with National and State government ideas and should include inputs from National/State Government Counterparts and keep in mind local context. The idea is to create a communication and media strategy that is driven by the government; keeps in mind local context; and creates visibility of the project at national level as well as state level; This includes:
- A multi-year Communication and media strategy for the full duration of the project (6 years) – for both the National and State level including the target states of Andhra Pradesh, Maharashtra and Odisha
- One-year communication and media action plan to guide the project teams at National and State level
- Social awareness plan and campaign that can be implemented by each of the States Project Management Units. This will include ideas for managing pre-buzz, production, post event buzz aligning with key messages of the project; ideas for reaching out to media houses including newspapers, community radio programs etc.
- Ideas for knowledge products that can be developed by the PMU
- Design a social media calendar for the entire duration of the campaign
- Develop beneficiary testimonials format
- Develop a matrix for evaluation of the effectiveness and quality of interventions
- Pre-test communication products in all three states before handing over final media and communication strategy and action plan to UNDP
- Ensure inputs and ideas from State Governments and other partners have been incorporated in the products and assets, prior to final delivery.
- Design a digital social media campaign for the UNDP Country Office around the project and the larger Climate Action agenda, including elements like social media content and messaging, static posts, GIFs, short video clips, audio and visuals, and creative ways to engage with climate/environment influencers.
Timeframe
The study needs to be completed within a time period of (4 months) 120 days.
Requirements
- The agency/service provider should also have experience in maintaining social media accounts, especially Facebook, Instagram and Twitter.
- Team Leader should have Master’s degree from a recognized institution in the areas of advertising and public relations, mass communication, and digital marketing or related fields.
- The team should comprise of experts in the field of mass communication, localized communication in rural areas, social development etc.
- Team Leader should have minimum ten years of work experience and key personnel should have minimum 5 years of experience in managing communications and campaigns.
