Pluralistic Media for Democracy Grant Programme

Canal France International (CFI), in partnership with the European Union, has announced a new grant call aimed at strengthening independent Palestinian media through support for new media initiatives, traditional outlets, and fact‑checking organizations.

The fund’s goal is to bolster media pluralism, counter disinformation, and elevate public interest reporting on urgent societal challenges across Palestine (and potentially Israel).

A budget of up to €1,000,000 is available under this call. The grant scheme is structured to accommodate different types of media actors: the minimum amount is €20,000, with maximums set at €70,000 for independent media, €50,000 for emerging media initiatives, and €60,000 for fact‑checking organizations. Successful projects will run between November 2025 and December 2026, with durations ranging from six to twelve months.

Eligible applicants must be legally registered entities—media outlets or non‑profit organizations—that are directly responsible for project implementation and management. Priority is given to budgets where the grant request does not exceed 40% of the applicant’s average annual budget over the preceding three years. Applicants are expected to commit to original, public‑interest content that encourages interaction with audiences and maintains ethical journalism standards.

Projects are expected to address priority themes such as countering hate speech, promoting civic and gender equality, engaging underrepresented communities, and fostering dialogue and collaboration across societal divides. Those with strong gender sensitivity, youth leadership, conflict awareness, and “do no harm” approaches will be particularly favored.

When it comes to costs, eligible direct and indirect expenses must align with basic financial controls: procurement of necessary supplies, external audits, and transparent bidding procedures. Ineligible costs include debt servicing, land or building purchases, or funding individual training or study grants.

The process includes administrative review, project evaluation based on relevance, feasibility, capacity, and budget soundness, and final award decisions. Projects scoring over 70 out of 100 will be shortlisted for funding. Selected projects are expected to launch in November 2025, and a reserve list may be used if additional funds become available.

This grant call offers a significant opportunity for media actors in Palestine to gain resources and support for ambitious, independent journalism that engages communities, uplift marginalized voices, and strengthens public discourse in an increasingly complex information landscape.
