The Institute for War & Peace Reporting (IWPR) is currently accepting proposals for its “Voices for Change Project”.
Voices for Change is an initiative to incubate the development of the Libyan media in support of the emergence of a democratic state and an open society. The main priority of this programming is to develop high-quality media content related to democracy, good governance, civil society and human rights, the role of women in society, youth engagement, and other topics essential to the country’s political transition and constitutional process.
The project will directly inject resources, knowledge, and capacity into the existing media sector across Libya and will directly influence both the quality and the quantity of content produced in Libya by working with a broad cross section of media partners/content producers on all aspects of the content production cycle.
Budget Information
Selected partner(s) will be expected to produce minimum 5 pieces of content and maximum allocated budget is set at $1,500 (One thousand five hundred USD).
Eligible Territories
All Libya territories are considered eligible for this Project.
Eligibility Criteria
- Applicants must be based in Libya.
- The Applicants must be legally entities in accordance with Libyan legislations, laws and regulations.
- Applicants must be Libyan media, including outlets, institutions and individual media professionals.
Specific Requirements
- Voices for Change is designed to build the institutional capacity and the sustainability of individual partners, including community-focused media outlets and, where applicable, their local project partners. This will be achieved through a series of themed trainings.
- Under the phase I of this project and once an application is approved, the project staff and Libyan partner will work out agreed deliverables and project timeline according to the project deliverables and reporting timeline.
- Successful applicants will work with project staff and consultants to conceive, develop and present a coherent project plan that demonstrates clear goals related to outputs and internal capacity building, and detailed steps by which the outlet plans to achieve these outcomes.
- One representative from the selected partners will be called on to attend 5 days training in producing themed content, the date and location of which are still to be determined.
Ineligible Proposals
Ineligible are:
- Proposals exceeding stated budget
- Proposals submitted past due date and time
- Proposals that don’t meet minimum number of pieces of content requirement
- Proposals received from the Applicants based outside of Libya
- Proposals received from the Applicants who doesn’t have current, active registration in Libya
- Proposals that covered period outside of the Project’s timeframe
- Proposals that are thematically outside of the Project’s scope of work
