The Public Affairs Section of the U.S. Consulate General in Kolkata (PAS Kolkata) is seeking proposals for a project titled “Youth for Peace: Follow-on Programming” which will bring together young leaders from India, Bangladesh, Nepal, to understand the complex variables that affect peace and violence in their communities, identify best practices of conflict resolution and see themselves as key catalysts in the peace building process.
The focus of the first workshop will be on understanding cultural contexts, the empowerment of young people to think creatively about community resilience and causes of extremism, and the promotion of grassroots campaigns to challenge violent narratives.
The second workshop will help participants identify and focus on topics of individual interest which may include, but not be limited to, best practices in building “online and offline” community resilience, creating successful social media campaigns, smartphone photography, film-making and interview techniques, boosting media literacy, develop critical thinking skills, and challenging narratives with empathy and humor.
The U.S. Consulate General in Kolkata supports initiatives that amplify and strengthen the voices of young men and women who, as positive change makers, actively contribute to the peace building process around the world.
Program Goals
The goals of this funding opportunity are to:
- Strengthen people-to-people ties between the United States and India through exchange of information, experiences and expertise.
- Build a robust network of young leaders from across South Asia to help prepare them for the future by providing them with leadership, innovation, communication and problem-solving skills.
- Encourage respect for diversity, pluralism, and religious freedom through the promotion of intercultural learning and active citizenship.

Eligibility Criteria
- Eligibility is open to all non-profit, non-governmental organizations. Individuals are not eligible for an award under this Notice of Funding Opportunity (NOFO).
- Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award.
- When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
- Cost sharing or matching is not required for this funding opportunity.
- Pre-award costs are not an allowable expense for this funding opportunity.
- This award does not allow for construction activities or costs.
- U.S. Consulate General, Kolkata grants/cooperative agreements cannot be used to fund religious or partisan political activity; fundraising campaigns; commercial projects; scientific research; projects whose primary aim is the institutional development of the organization, or illegal activities
- Organizations must have a Data Universal Numbering System (DUNS) number from Dun & Bradstreet
- Applicants must register with Grants.gov prior to submitting an application.
- For Indian applicants, the Foreign Contribution Regulation Act (FCRA) of the Government of India applies.
- Applicants must acquire all required registrations and rights in the United States and India.
- All intellectual property considerations and rights must be fully met in the United States and India.
- Any sub-recipient organization must also meet all the U.S. and Indian requirements.
