UN Women is currently seeking proposals for its “Impact Evaluation of Strengthening Peaceful Villages Programme in Kiribati”.
The primary aim of the impact evaluation is to assess the effectiveness of the SPV programme in reducing rates of intimate partner violence in the target population, and to identify key lessons for what works to adapt the SASA! intervention framework to the Pacific context. The secondary aims of the impact evaluation are to assess the effect of the SPV programme on community-level attitudes around IPV, women’s ability to negotiate sex within marriage, and community beliefs on family dynamics and parenting practices.
Thematic Areas
UN Women Fiji Multi-Country Office (MCO) has four main thematic areas:
- Ending Violence against Women (EVAW);
- Improving Women’s Economic Empowerment (WEE);
- Gender, Protection and Humanitarian Action
- Women’s Leadership and Political Participation
Objectives
The objectives of the impact evaluation are to:
- Assess the impact of the SPV programme on the following outcomes:
- Rates of men’s perpetration and women’s experiences of physical and sexual IPV
- Rates of men’s perpetration and women’s experiences of emotional IPV and controlling behaviours
- Women and men’s attitudes toward IPV and gender norms
- Women’s ability to negotiate sex within marriage
- Community response to women’s disclosure of IPV
- Community beliefs around family dynamics and parenting practices
- Investigate the individual- and community-level processes and pathways through which norms around violence against women change over time; and
- Capture key lessons on adapting the SASA! model of community mobilisation to prevent violence against women in the Pacific context.
Eligibility Criteria
- The organization must have:
- Legally constituted organization with a valid registration and is in sound financial condition and should not show any financial concerns.
- Experience in research on primary prevention of violence against women and strong organizational capability and management support structures.
- Previous experience with UN agencies and work experience within the Pacific and has worked on similar programmes/projects in the region.
- At least 10 years of practical experience in developing research methods and conducting impact evaluation research on social norms change for primary prevention of violence against women and girls, particularly in a Pacific context.
- Experience of conducting prevalence studies according to best practice, ethically and methodologically (i.e. WHO methodology)
- Experience of power calculations and sample design for small island contexts.
- Strong knowledge of previous evaluations done on SASA! methodology
- Proven experience maintaining strong relationships and coordinating with community based organisations, governmental departments and UN agencies while designing research on community based programming.
- Qualifications of Key personnel (Lead Researcher and team members) of the organization to undertake this study should have:
- The Lead Researcher should have Doctorate in Gender Studies or another relevant field such as political science, sociology, anthropology, international relations /development studies.
- Additional team members must have Masters level qualifications
- The lead researcher must have excellent analysis and report writing skills, with clear and concise writing style
- Experience with the United Nations is an asset
