The United Nations High Commissioner for Refugees (UNHCR) is inviting expressions of interest from qualified partners to implement a multi-year initiative dedicated to protecting and supporting Persons with Specific Needs (PSNs) among refugees and asylum seekers in the Kigoma Region of Tanzania.

Focus Areas: Protection – general, Protection advice and support.

The project will apply an individualized and rights-based approach to ensure that persons with specific needs—such as older persons, individuals with disabilities, single parents, separated and unaccompanied children, those with chronic medical conditions, and survivors of violence—receive timely identification, referral, and targeted assistance. Activities will include home visits, case management, provision of assistive devices, psychosocial support, safe accommodation, and inclusive community events. The initiative will also strengthen community-based care arrangements, enhance resilience in host households, and advocate for accessibility, non-discrimination, and equal participation in all aspects of camp and community life.

Multi-functional teams, including outreach workers and trained community focal points, will monitor protection risks and ensure ongoing support. The project will also promote community-based rehabilitation services, nutrition assistance for vulnerable individuals, and advocacy to integrate PSNs into all humanitarian and national services. Coordination with relevant actors will be central to promoting dignity, safety, and inclusion for all targeted individuals.
