The United Nations Development Programme has announced its Adolescent Sector Grant Program to provide technical support to the Adolescent and Youth.

The primary objective of this workstream is to undertake a thorough review of the existing YDF framework, assess its performance, identify key challenges, and most importantly propose three viable remodelling options.

The consultancy aims to enhance the YDF by improving sustainability, strengthening governance, expanding inclusiveness, and maximizing developmental impact for youth entrepreneurs. The firm will undertake a review of the current YDF, engage stakeholders, conduct benchmarking, develop three remodelling options, and provide financial modelling. Key deliverables include an inception report, interim review, draft report, validation workshop, and final report.

The consultancy requires institutions, research centres, or firms with proven capacity in youth development programme evaluation, financial modelling, enterprise development, and mixed-method research. For the YDF assignment, the selected firm must demonstrate experience in fund design, programme evaluation, youth enterprise development, SME financing, and have a multidisciplinary team comprising economists, financial analysts, enterprise development specialists, and monitoring and evaluation experts.

For the BNSP evaluation, the team must include expertise in youth development, social science, evaluation, statistics, costing, and preferably include a national researcher. The lead researcher must have at least a master’s degree or PhD in relevant fields, 10 years of experience in public policy, research, and evaluation, and strong experience with empowerment programmes, preferably in Sub-Saharan Africa.

Institutions must submit a technical proposal including a table of contents, presentation of the institution, description of experience and capacity, list of relevant assignments, examples of reports, methodology, work plan, and proposed consultancy team. A financial proposal is also required, including overall costs, budget by phase and activity, and cost categories, formulated in US dollars and free of all taxes, with travel and related costs not exceeding daily subsistence allowance limits.

The assignment is expected to be completed within a period of three months, with a possibility of extension. The evaluation criteria include Relevance, Coherence, Effectiveness, Efficiency, and Sustainability. For the BNSP, the evaluation deliverables are an Inception Report, a Comprehensive Evaluation Report with recommendations for a new implementation model, and a summarized presentation.
