The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), National Institute of Justice (NIJ) seeks applications for funding to support the Law Enforcement Advancing Data and Science (LEADS) Scholars Program, an ongoing NIJ program designed to increase the in-house research capabilities of law enforcement agencies by building data and research skills of individuals employed by and engaged with these agencies.
This program furthers the DOJ’s mission by supporting the development of new knowledge and tools to address the challenges of crime and justice in the United States through fundamental research.
Goals
- NIJ’s primary goal in releasing this solicitation is to enhance law enforcement professionals’ capacities to collect and analyze data; enhance capacities to conduct research that answers key questions and produces evidence; and increase the utilization of research and evidence to better inform policies and practices.
Objectives
- NIJ’s primary objective in releasing this solicitation is to make an award to a qualified entity to continue supporting the Law Enforcement Advancing Data and Science (LEADS) Scholars Program.
Priority Areas
- NIJ will give special consideration in award decisions to proposals from Minority Serving Institutions (MSIs).
- MSIs include:
- Historically Black Colleges and Universities (HBCU)
- Hispanic-serving Institutions (HSI)
- Tribal Colleges and Universities (TCU)
- Alaska Native-serving Institutions or Native Hawaiian-serving Institutions (ANNH)
- Predominantly Black Institutions (PBI)
- Asian American and Native American Pacific Islander-serving Institutions (AANAPISI)
- Native American-serving Non-Tribal Institutions (NASNTI)

- For profit organizations other than small businesses

- Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
- Independent school districts
- County governments
- Native American tribal organizations (other than Federally recognized tribal governments).
