Public Call for Joint Research and Innovation Projects between Slovak Republic and Ukraine

The Agency for the Support of Research and Development presents an important opportunity for advancing bilateral scientific and technological cooperation between the Slovak Republic and Ukraine.

Open to project proposals across all fields of research and development, this initiative aims to strengthen collaboration between researchers and institutions through the exchange of knowledge, expertise, and resources. It provides a platform for establishing new partnerships or deepening existing ones, fostering innovation and mutual learning between the two countries.

The call encourages a wide range of joint activities that contribute to the advancement of science and technology. Eligible projects may include the preparation of joint international research initiatives, publication of scientific findings, organization of conferences and workshops, and active participation in joint scientific events. Other forms of collaboration include shared use of laboratory equipment and techniques, collection of research materials, and the engagement of Ph.D. students and young researchers. These activities aim to build sustainable links between institutions while enhancing the professional development of emerging scientists.

Projects are expected to commence on July 1, 2026, and may run for a maximum duration of twenty-four months. A total budget of 150,000 euros has been allocated for this program, with individual projects eligible to receive up to 10,000 euros for their full duration. Funding availability depends on the approval and allocation of the Slovak Republic’s national budget for the responsible agency. The financial support is directed primarily toward research-related activities, with capital investments in tangible or intangible assets excluded from eligibility.

Strict guidelines ensure transparency and fairness in the selection process. Each project must designate one Principal Investigator, who can only lead a single application under this call. If the same individual submits multiple applications, all will be deemed ineligible. The Principal Investigator must hold an employment relationship with the applicant institution and be registered in at least one recognized scientific database such as Web of Science, Scopus, or ORCID, with a verified public profile. Research staff must also adhere to a maximum annual research capacity of 2,000 hours across all funded projects.

Applicants are required to comply with data protection laws, including the European Union’s General Data Protection Regulation (GDPR) and corresponding national legislation. The agency will process personal data solely for identification and contractual purposes, ensuring the confidentiality and lawful handling of all researcher information.

Non-business entities, such as academic and research institutions, may receive up to 100% of eligible project costs for basic or applied research activities. For entities classified as businesses under European law, funding will be provided in accordance with state aid and de minimis regulations. This ensures compliance with both national and EU frameworks governing public funding for research and innovation.

Accountability and performance are central to this funding scheme. Principal Investigators who have previously led projects rated as insufficiently implemented or who breached prior funding agreements will be ineligible to apply for three subsequent years. This condition promotes responsible project management and high standards of research integrity.

The SK-UA 2025 Public Call reflects the Slovak Research and Development Agency’s commitment to fostering international cooperation and strengthening scientific excellence. By promoting partnerships between Slovak and Ukrainian institutions, it supports the exchange of ideas, the development of young researchers, and the advancement of research outcomes that contribute to shared scientific progress and innovation.
