The 2nd Call for Proposals within the ENI CBC Programme Poland-Belarus-Ukraine 2014-2020 has been launched to support cross-border development processes in the borderland of Poland, Belarus and Ukraine, in line with the objectives of ENI laid down in ENI Regulation. The Programme is directed at Polish, Ukrainian and Belarusian border regions and all non-profit oriented institutions coming from these regions.
Events related to culture, art, sport, education, promotion of history and natural heritage and all kind of similar events supporting cross-border cooperation will be supported by the Programme, as well as promotion and cultivation of common traditions of the borderland areas, cross-border cooperation between schools and higher education institutions, NGOs touristic and cultural endeavors.
Focus Areas
Projects supported under this call for proposals should focus on:
- Strengthening contacts and networks among the stakeholders in Poland, Belarus and Ukraine in culture and tourism sector;
- Increasing the institutional potential of stakeholders in the fields of tourism, environmental protection and culture;
- Increasing diversity and quality of tourism services, including seasonal diversity;
creating border-regions’ image in the area of cultural and natural heritage promotion.
Goals
- Preserving and promoting the cultural and historical heritage of the Programme regions,
- Strengthening of cultural links and cooperation,
- Improving the region’s image and attractiveness,
- Increasing the vitality of local communities.
Priorities
The Call is open ONLY for the Thematic Objective ‘HERITAGE’ within both its priorities:
- Promotion of local culture and history.
- Promotion and preservation of natural heritage.
Funding Information
- The money available in this Call for financing of projects equals to 5,2 mln EUR. The grant value for the project must be within 20 000 and 60 000 EUR.
Eligibility Criteria
- Eligibility of Beneficiaries and partnership
- One of the institutions in each project shall play the role of the Lead Beneficiary. Other organizations implementing the project are Beneficiaries.
- The Lead Beneficiary and Beneficiaries shall actively cooperate in the development and implementation of projects. In addition, they shall cooperate in the management and/or financing of projects.
- Lead Beneficiaries
- The Lead Beneficiary represents the partnership and shall
- Submit the Application Form to the JTS;
- Sign a Grant Contract with the MA;
- Lay down the Partnership arrangements with the Beneficiaries in the Partnership Agreement;
- Create a well working consortium ensuring the proper and sound implementation of the project;
- Receive the grant from the MA for the implementation of the project;
- Ensure that Beneficiaries receive their parts of the grant as quickly as possible and in full in accordance with the arrangements of the Partnership Agreement.
- Lead Beneficiary shall not deduct or withheld any amount and shall not levy any specific charge with equivalent effect that would reduce parts of the grant for the Beneficiaries;
- Assume responsibility for ensuring implementation of the entire project;
- Ensure that the expenditures presented by the Beneficiaries have been incurred for the purpose of implementing the project and correspond to activities set in the Contract and agreed between all Beneficiaries;
- Verify that the expenditure presented by the Beneficiaries has been examined pursuant art.

- Composition of the partnership
- The Lead Beneficiaries and Beneficiaries in every project must establish one of the following compositions: – Poland-Ukraine or – Poland-Belarus or – Poland-Belarus-Ukraine.
- There may be more than one Beneficiary in the project from any of the above countries.
