The Embassy of the Netherlands in Maputo invites organizations or consortia of organizations, who are interested in co-creating and managing the IWRM program, to submit a Concept Note.
The Concept Note must contain the Applicant´s vision on IWRM in Mozambique, and include a proposal which presents the methodology and required funding for the first phase of the IWRM program (the co-creation process).
The Ministry of Foreign Affairs of the Kingdom of the Netherlands (MOFA) via the Embassy of the Netherlands in Maputo intends to fund a 4-year IWRM (Integrated Water Resources Management) program in Mozambique, starting in 2024. The IWRM program will be implemented by ‘implementing partners’ from Mozambique, and will also employ external local- and international service providers, including Technical Assistance.
Call for Concept Note
- The new IWRM program will have two phases. The first phase will start in 2023 and encompasses the development of a Theory of Change and a full proposal for the implementation of the IWRM program 2024-2027. The full proposal will also have to include the set-up, scope of work, and budget for the Program Management and Support Unit (PMSU).
- The Theory of Change and the full proposal have to be developed through a genuine participative process of co-creation, which will involve key actors and stakeholders in IWRM. The co-creation process should involve at least the directors (or their delegates) of DNGRH, ARA-Norte and ARACentro. Selected external (independent) experts in IWRM and/or representatives of related organizations, such as DNAAS, and other potential associated partners should also participate in the process:
- In order to select and contract a service provider to organize and lead the co-creation process and subsequently take up the role of a PMSU, the Embassy invites not-for-profit organizations or consortia, who are interested in developing, managing and supporting this IWRM program, to submit a Concept Note and supporting documentation.
- The Concept Note should, among other things, contain a general vision on IWRM, and how this vision can be put into practice within the context of Mozambique, considering the rationale and management requirements.
- Secondly, the Concept Note should include a proposal, which sets out the methodology for the development of a Theory of Change and a full proposal, which should both be completed no later than by 31 October 2023.
- Finally, the Concept Note should present one (or more) models for program management, which the Applicant deems feasible for the tasks described in Section VI, as well as the proposed scope of work for the PMSU4.
- The Embassy will evaluate and compare the Concept Notes against a set of criteria set forth, and engage into an agreement with the organization whose Concept Note ranks highest. This organization will then be invited to develop a full proposal and thereafter take up the tasks of the Program Management and Support Unit (PMSU) for the IWRM program.
Management of new IWRM program
- Program Management and Support Unit
- The cross-institutional, activity-oriented set-up of the program, with budget allocation to outcomes, outputs and activities rather than to institutions, call for a coordinating organization, which will henceforward be referred to as “Program Management and Support Unit” (PMSU). The PMSU has to be responsible for the day-to-day management and support to the IWRM program, such as the coordination of the implementation of the activities, coordination of partners, service providers and other actors, financial management, planning and reporting, procurement of services and goods, and monitoring.
- Implementing partners
- The IWRM program will be somewhat rationalized, but does not start from scratch. It is obvious that (most of) the current implementing partners will continue to play a key role in the new program. They had been selected in the past because of their respective mandates in water management. However, the recent Mid-Term Review confirmed that not all partners are performing equally well. Moreover, new relevant (public) partners in IWRM should also be identified, and where possible and opportune integrated in new activities (as mentioned before, and stipulated in the MACS).
- Leadership and decision making
- To ensure that the IWRM program aligns with the strategic objectives and priorities of the Mozambican water sector, and to ensure ownership over the program a concise Steering Committee (SC) will be created. At least the Directors or representatives of the Lead-IPs will be in the SC. The SC will formally take all decisions and endorse annual plans and reports (which should obviously follow the proposal). In the case of substantial deviations (as judged by the PMSU) the EKN will be asked for a “no objection” or mediation. The SC should focus on strategic issues and relevant national developments. Annual Plans for activities will be developed by technical teams from the IPs, together with the PMSU. The SC will formally approve plans and reports.
Funding Information
- The total funding available for the IWRM program is approximately € 25,000,000.
Eligibility Criteria
- The following eligibility criteria and conditions will apply:
- The Applicant or the consortium lead partner should be a not-for-profit organization;
- The consortium lead partner and all consortium partners will be excluded from any service provision, including Technical Assistance, that may be procured within the IWRM program during the entire period of implementation (2024-2027), else than those activities that are strictly within the scope of activities by the PMSU;
- The consortium lead partner and all consortium partners may not have any business relation with any of the Lead-Implementing Partners DNGRH, ARA-Norte, and ARA-Centro;
- At least two of the three Lead-IPs (DNGRH, ARA-Norte, ARA-Centro) must express support to the co-creation and proposal writing of the Applicant/Applicant’s consortium;
- The Applicant must implement the project themselves and not act as an intermediary to provide financing to other implementing parties or subcontract those to execute most of the work;
- The co-creation and proposal writing will be carried out at the responsibility of, and at the risk of the consortium lead partner to whom the grant or contribution will be awarded;
- If the selected consortium lead is located within the EU, a grant decision will be issued. The Dutch General Administrative Law, the MOFA grant law, the MOFA grant decree and the MOFA grant regulations 2006 will be applicable;
- Consortium lead partners located outside the EU should be aware of the following: When selected contingent to competencies and the selection criteria, they must unconditionally accept the ‘contribution agreement’ and its obligations as a contractual modality. The application that contains a reservation concerning one or more contractual conditions or terms will be considered a ‘Tender Subject to Conditions’ and will not be processed;
- The costs for writing the Concept Note are for the Applicant;
- Costs for travel and DSA will be reimbursed according to the regulations of the MOFA (this applies to the entire duration of the program).
