RFAs: Peaceful Coexistence and Social Inclusion for Afghan Refugees and Host Communities in Pakistan

The United Nations Human Settlements Programme (UN-Habitat), through its Regional Office for Asia and the Pacific (ROAP), has launched a Call for Proposals for not-for-profit organizations, including national and international NGOs, to collaborate on the project “Harmonizing Afghan Refugees and Host Communities in Urban Slums in Pakistan for Peaceful Coexistence and Social, Gender-Positive Inclusiveness.”

This initiative aims to strengthen peaceful coexistence between Afghan refugees and host communities living in urban slums of Pakistan by promoting social inclusion, gender equality, and improved access to opportunities. Selected partners will work closely with UN-Habitat to deliver interventions that foster community resilience, inclusive development, and equitable access to essential services.

Eligible organizations should demonstrate expertise in areas such as slum upgrading, urban development, refugee support, community infrastructure, disaster risk management, livelihoods, skills training, or socio-cultural support. While experience specifically in slum contexts will be considered highly competitive, organizations with related backgrounds are also encouraged to apply.

Proposals will be evaluated based on technical and financial capacity, with technical expertise carrying a weight of 70% in the overall assessment and financial proposals accounting for 30%. UN-Habitat does not require organizations to cover all proposed locations. Applicants may submit proposals for Karachi alone, for all three KP cities (Kohat, Peshawar, and Haripur) collectively, or for both Karachi and the KP package. However, applications must address all three KP cities if applying for that region; partial proposals for individual districts will not be accepted.

The Call for Proposals package includes a technical proposal template, budget proposal template, partner declaration form, and a sample agreement of cooperation. This process underscores UN-Habitat’s commitment to working with qualified organizations that can deliver transformative and inclusive solutions in challenging urban refugee and host community contexts.
