UN Women seeking Proposals to support Women’s Rights Groups (Jamaica)

The UN Women Multi-Country Office (MCO) – Caribbean, seeks to partner with an Implementing Partner (Non-Governmental Organizations [NGO]) to provide support to women’s rights groups, CSOs, and relevant stakeholders through the coordination of actions aimed at strengthening their knowledge and capacity to influence the implementation of national laws and policies on gender equality and violence against women and girls (VAWG).

The overall goal of the Spotlight Initiative in Jamaica is to reduce Family Violence. Guided by the ecological theory that underpins the connections between family and society, the ecological model is utilised to address the causes, consequences, and response to family violence, as well as the issue of normalization of violence in Jamaica, so that family violence is seen and treated as a public issue.

Activities

• With this in mind, resources are being made available within the SI, for the CSO to:
  • Strengthen the capacity of key private sector leaders and media to incorporate their voices to grow the advocacy for the elimination of GBV and VAW (use of WEP framework) (1 CSO Grant: USD40,000).
  • Coordinate actions aimed at increasing knowledge of women’s rights groups and advocates of national laws and policies on gender equality and VAWG (1 CSO Grant: USD10,000).
  • Convene a CSO Network to validate and apply the social accountability tools and methodologies developed in order to track and monitor the NSAP-GBV, NPGE and NPAVC as well as the budget of selected GOJ Ministries Departments and Agencies with direct responsibilities under the legal and policy framework (1 CSO Grant: USD40,000).
  • Facilitate connectivity to create a “Spotlight CSO Community of Practice” in the Caribbean. South-South exchanges within the Caribbean for Women’s Rights Organisations and Social Justice Organisations (2 CSO Grants: USD20,000).
• CSOs may apply for 1 or more of the above activities.

Eligibility Criteria

• Requirements:
  • Technical/functional competencies required;
    • Implementing Partners must be a Registered Non-Governmental Organization.
    • At least 5 years’ experience implementing initiatives on gender equality and women’s rights, including the elimination of violence against women.
    • At least 5 years’ experience producing knowledge products and research on violence against women.
    • At least 5 years’ experience in monitoring & evaluation of programmes.
    • At least 3 years’ experience in the usage of computers and office software packages, experience in handling of web-based management and knowledge management/M&E systems.
    • At least 5 years’ experience working in Jamaica.
  • Other competencies, which while not required, can be an asset for the performance of services
    • Previous experience working with the United Nations.
• Mandatory requirements/pre-qualification criteria:
  • Confirm that the services being requested are part of the key services that the proponent has been performing as an organization. This must be supported by a list of at least three customer references for which similar service is currently or has been provided by the proponent.
  • Confirm proponent is duly registered or has the legal basis/mandate as an organization.
  • Confirm proponent as an organization has been in operation for at least five (5) years.
  • Confirm proponent has a permanent office within the location area.
  • The proponent must agree to a site visit at a customer location in the location or area with a similar scope of work as the one described in this CFP.
  • Confirm that proponent has not been the subject of a finding of fraud or any other relevant misconduct following an investigation conducted by UN Women or another United Nations entity. The Proponent must indicate if it is currently under investigation for fraud or any other relevant misconduct by UN Women or another United Nations entity and provide details of any such investigation.
  • Confirm that proponent has not been the subject of any investigations and/or has not been charged for any misconduct related to sexual exploitation and abuse (SEA).
  • Confirm that proponent has not been placed on any relevant sanctions list including as a minimum the Consolidated United Nations Security Council Sanctions List(s).
