EU-Dominican Republic Call for Proposals: EIDHR – European Instrument for Democracies and Human Rights

The European Union (EU) is currently accepting proposals for its EIDHR – European Instrument for Democracies and Human Rights – Local call for proposals in the Dominican Republic.

The overall objective of this call for proposals is to support civil society, activists for democracy and human rights defenders in partner countries in their work on human rights (political, civil, economic, social and cultural) and democratization.

The specific objective of this call for proposals is to support proposals that seek to promote, protect and monitor respect for human rights in all its aspects, political and civil, economic, social and cultural rights, in line with the Plan of Action of the European Union on Human Rights and Democracy. In accordance with the Regulation establishing the European Instrument for Democracy and Human Rights, proposals must apply a Rights-Based Approach that integrates due attention to all human rights. The principles of: i) legality, universality and indivisibility of human rights, ii) participation, iii) non-discrimination, iv) accountability and v) transparency must be applied in all phases of the life cycle of the project from the identification, formulation, implementation, monitoring and even evaluation. Therefore, all proposals submitted to this call must be designed with this approach in mind.

The call for proposals in the Dominican Republic contributes to the implementation of the National Plan for Human Rights of the Dominican Republic 2018-2020 presented by the Dominican Government in December 2018.

Priorities

The priorities of the Call for Proposals are focused on the promotion and protection of civil and political rights, particularly in the area of:

• strengthening the rule of law by promoting the fight against police and military abuses, extralegal, arbitrary or summary executions, arbitrary arrests;
• the prevention of torture, ill-treatment and other cruel, inhuman and degrading treatment or punishment;
• strengthening measures against corruption;
• the promotion of the improvement of prison conditions and compliance with standards in prisons, respecting human dignity and fundamental rights;
• the protection of victims and witnesses of human rights violations.

Funding Information

Any grant requested under this call for proposals must be between the following minimum and maximum amounts:

• minimum amount: 200,000 EUR
• maximum amount: 400,000 EUR

Eligibility Criteria

• Principal applicant
  • The applicant must meet the following requirements to qualify for a grant:
    • be a legal person and
    • not have a profit motive;
    • belong to one of the following specific categories of organization: nongovernmental organization, public sector operator, private sector organization, network, platform or other type of coalition of civil society organizations.
    • be directly responsible, with its co-applicant (s) and affiliated entity (ies), for the preparation and management of the action and not simply act as intermediary and
    • the principal applicant must be constituted according to the legislation in force in the country of registration for at least two (2) years prior to the presentation of the proposal.
    • In this convocation, no nationality restrictions apply to the main applicant and his / her co-applicant (s).
  • The principal applicant may act individually or with co-applicants.
• Co-applicant (s)
  • The co-applicants will participate in the design and execution of the action, and the costs incurred will be eligible in the same way as those incurred by the main applicant.
  • The co-applicants must meet the eligibility criteria applicable to the main applicant.
  • The main applicants who are not of Dominican nationality, must act obligatorily with at least one co-applicant of Dominican nationality. The application must clearly show the involvement of the local co-applicant (s) in the design and implementation of the action.
• Affiliated entities
  • The principal applicant and its co-applicants may act with affiliated entities.
  • Only the following entities may be considered entities affiliated with the main applicant or the co-applicants:
    • The entities that have a structural link with the applicants (ie, the main applicant or a co-applicant), especially if the link is legal or capital.
    • This structural link mainly covers two aspects:
      • Control: according to the definition contained in Directive 2013/34 / EU on the annual financial statements, the consolidated financial statements and other related reports of certain types of companies:
        • Thus, the entities affiliated with an applicant can be:
          • Entities controlled directly or indirectly by the applicant (subsidiary or first level companies). They can also be entities controlled by an entity controlled in turn by the applicant (second level subsidiaries) and the same applies to the following levels of control.
          • Entities that directly or indirectly control the applicant (parent companies). Likewise, they may be entities that control an entity that controls the applicant.
          • Entities under the same direct or indirect control as the applicant (associated companies).
      • Accession: the applicant is legally defined as, for example, network, federation or association in which the proposed affiliated entities also participate, or the applicant participates in the same entity (for example, a network, federation or association) that the affiliated entities proposed.
