The European Union (EU) has launched a call for proposals for its program entitled “European Instrument for Democracy and Human Rights (EIDHR)”.
Under the European Instrument for Democracy and Human Rights (EIDHR) established for the period 2014-2020, the European Union provides support for the development and consolidation of democracy and the State of law, as well as respect for all human rights and fundamental freedoms, the general objectives of which are:
- support, develop and consolidate democracy in third countries, strengthening participatory and representative democracy, consolidating the democratic cycle as a whole, in particular by strengthening the active role played by civil society in this cycle , as well as the rule of law, and by improving the reliability of electoral processes, in particular through Union election observation missions;
- strengthen respect for human rights and fundamental freedoms, as proclaimed in the United Nations Universal Declaration of Human Rights and other international and regional human rights instruments; And to strengthen their protection, promotion, implementation and monitoring, mainly through support to relevant civil society organizations, human rights defenders and victims of repression or abuse.
The specific objective of this Call for Proposals is to provide direct support to civil society organizations in order to consolidate and strengthen their role and their own strategies in promoting human rights and the democratic process.
Priorities
The actions eligible for funding will have to respond to the following priorities (the proposals must clearly mention the priorities to which they refer):
- Priority 1 – Promotion and protection of the rights of street children:
- Awareness-raising actions, including with public authorities, on the reality of street children, their rights and violations (violence, discrimination, stigmatization, etc.).
- Psychological, medical and legal assistance to children in street situations, especially the most vulnerable or victims of cross-discrimination (young girls who are victims of gender-based violence, children in situations of abandonment and / or family breakdown, displaced persons victims of trafficking, very young children, children with disabilities, etc.).
- Actions to prevent socio-economic marginalization and / or support socio-economic reintegration of children in street situations.
- Priority 2- Accountability and Transparency:
- Watchful actions and advocacy on the fight against impunity for human rights violations, including psychological, medical and legal support for victims and witnesses during trials.
- Monitoring and advocacy actions on the fight against impunity for economic crimes and corruption, including psychological and legal support for victims and witnesses at trial.
- Citizen monitoring actions and citizen audits on government action, including at local level, regarding the use of public resources and the implementation of public policies.
Funding Information
- Indicative envelope per lot:
- Lot 1: Priority 1 “Promotion and protection of the rights of children in street situations”: EUR 750 000
- Lot 2: Priority 2 “Accountability and transparency”: EUR 750 000

Eligibility Criteria
- Lead Applicant
- To be eligible for a grant, the lead applicant must:
- be a legal person;
- have no profit purpose;
- be a civil society organization (CSO) or belong to a CSO network or be a public sector operator;
- be established in Mali or act with at least one established co-applicant or Mali;
- be directly responsible for the preparation and management of the action with the co-applicant (s) and the entity or affiliated entities, and not act as an intermediary;
- be experienced and able to demonstrate his / her ability to manage activities related to the themes concerned and corresponding to the scale of the project requiring a grant;
- be able to demonstrate its ability to be effectively operational in Mali and implement activities there.
- The lead applicant may act either individually or with one or more co-applicants.
- To be eligible for a grant, the lead applicant must:
- Co-Applicant (s)
- A partnership with at least one co-applicant established in Mali is mandatory when the lead applicant is not.
- The co-applicants participate in the preparation and implementation of the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those applying to the lead applicant itself.
- Co-applicants must sign the Terms of Reference in the full application form.
- Affiliated entities
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities may be considered affiliated to the lead applicant and / or the co-applicant (s):

- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two notions:
- control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated with an applicant may therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries), and this is valid for other levels of control;
- entities directly or indirectly controlling the applicant (parent companies). Similarly, they may be entities controlling an entity controlling the applicant;
- controlled entities, directly or indirectly, at the same level as the applicant (sister companies).
- Entities affiliated with an applicant may therefore be:
- membership, that is, the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, federation or association) than the proposed affiliated entity.
