UN Women Yemen Programme welcomes proposals from interested Implementing Partners to conduct the capacity building activities under the project titled “Responding to Protection Needs and Supporting Resilience in Places of Detention”. The activities include building the capacities of prisons’ personnel in eight targeted governorates, as well as build the capacities of female mediators.
The project aims to improve basic conditions in prisons and other places of detention with particular attention to the special needs of women and children, which is now compounded by the impact of the COVID-19 pandemic.
Outputs
The project is designed around 3 outputs:
- Output 1: Basic humanitarian conditions are improved in places of detention, with particular attention to the special needs of women and children
- Output 2: Rehabilitation and reintegration efforts for detainees are strengthened, with particular attention to the special needs of women and children
- Output 3: Appropriate diversion options and alternatives to incarceration are available to women and children.
Expected Services & Results
In line with the project results framework, specifically output 1 and output 3 – UN Women Yemen Programme welcomes proposals from interested Implementing Partners to conduct and implement the following project activities:
- Activity 1 (Under output 1): Train detentions personnel involved with female detainees (from central prisons, rehabilitation centers, prosecution centers, and detention centers), on Human rights with the focus on Bangkok Rules for the treatment of female prisoners.
- Minimum Target: 300 men and women trained.
- The training sessions should mainly target prisons personnel from Sana’a, Ibb, Dhamar, Hodeidah, Aden, Mukalla, Taiz, and Marib.
- Under these activities, among others, the following indicators need to be measured: “Increase in knowledge measured through pre- and post-training evaluations.”
- Preferred Modality: As a Covid19 precautionary measure, the training should be conducted through small mobile teamstraveling to the targeted governorates to conduct training sessions to small groups of prison staff.
- Activity 2 (under output 3): Training of Female Mediators: Pilot a programme for women to be trained as mediators specifically to alleviate pressure in the court system and provide diversion from detention.
- Minimum Target: 50 women.
- The female mediators should be selected from the targeted governorates of Sana’a, Ibb, Dhamar, Hodeidah, Aden, Mukalla, Taiz, and Marib.
- Under this activity, among others, the following indicators need to be measured: “Increase in knowledge measured through pre- and post-training evaluations.”
- Training Material/Curriculum will be submitted to UN Women for approval ahead of trainings. After approval the training material/curriculum is considered UN Women property to use where appropriate.
- Preferred Modality: As a Covid19 precautionary measure, online training OR several training sessions for small groups of women should be conducted.
Notes:
- The selected partner(s are expected to closely follow WHO and government-issued COVID-19 health guidelines, as well as include necessary sanitary supplies and disinfecting procedures in activities and budgets where appropriate.
- The proposed activities need to be adaptable to the evolving context, movement restrictions and available access.
Timeframe
- The partnership will commence upon signature of the partnership agreement with the selected organization and will end by 31 January 2021.
Competencies
In the selection of partners, the following competencies will be considered:
- Soundness of technical competency described in the approach to the outputs as described in the Terms of Reference for the Call for Proposals.
- Capacity to deliver expected results: governance and management competency, and financial and administrative competency.
- Relevance of the mandate and the role of the organization to implement expected results and to contribute to the sustainability of said results.
