Inviting Civil Society Organizations (CSOs) as Actors of Governance and Development – Work in the Field in the Republic of Mauritius

The European Union (EU) is currently accepting proposals to enable Civil Society Organizations (CSOs) to engage as actors of governance and development in the Republic of Mauritius.

It corresponds to the objectives identified in the 2012 EU Communication on Civil Society in external relations:

• To enhance efforts to promote a conducive environment for CSOs in partner countries;
• To promote a meaningful and structured participation of CSOs in domestic policies of partner countries;
• To increase local CSOs’ capacity to perform their roles as independent development actors more effectively.

Objectives

The expected Specific Objectives and outputs are:

• Specific Objective 1: Women’s participation in decision-making as well as the voice of youth in society is increased.
• Output 1: Strengthened women’s CSOs capacities and engagement for participation in decision-making and on youth inclusion.
• Specific Objective 2: Increase the participation of CSOs in tackling climate change and mitigating its adverse effects.
• Output 2: Strengthened CSOs’ capacities and engagement on climate change mitigation and adaptation.

Lots

• Lot 1: Actions related to gender equality, women’s and girls’ empowerment and youth inclusion
• Lot 2: Actions addressing climate change adaption and mitigation

Funding Information

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

• minimum amount: EUR 200 000
• maximum amount: EUR 600 000

Duration

The initial planned duration of an action may not be lower than 24 months nor exceed 60 months.

Location

Actions must take place in the Republic of Mauritius – i.e on the Island of Mauritius and/or its Outer Islands (i.e. Rodrigues, Agalega, St Brandon).

Eligibility Criteria

• Lead applicant
  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person and
    • be non-profit-making and
    • be a specific type of organization such as: civil society actors or non-governmental organization or their representative national platforms and
    • be established in the Republic of Mauritius or a Member State of the European Union or of the European Economic Area. However, where the lead applicant is not established in the Republic of Mauritius, it must act with a minimum of one co-applicant established in the Republic of Mauritius, and
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
  • The lead applicant may act individually or with co-applicant(s).
• Co-applicant(s)
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
  • In addition to the categories referred above, the following are however also eligible: public sector operator (parastatal government bodies) and local authorities. Partnership with public sector operator (parastatal government bodies) or local authorities is not obligatory but highly recommended.
• Affiliated entity(ies)
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
        • Entities affiliated to an applicant may hence be:
          • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
          • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
          • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
