The U.S. Embassy in Costa Rica is pleased to announce applications for Hubert H. Humphrey Scholarship Program to provide the opportunity for qualified professionals to take courses at the graduate level for one academic year, in the United States, and complement them with professional practice in a US institution homologous to his in Costa Rica.
The participating universities are defined in advance so that the recipient cannot choose where to carry out their studies. Candidates will be shortlisted based on their leadership ability and their level of commitment to public service (from the public or private sector).

Eligibility Criteria
- Candidates must be professional university graduates (minimum 4 years of full-time study).
- Be in the middle of the exercise of their profession (minimum 5 years of professional experience, non-practitioners)
- History of advancement in the exercise of their profession, leadership potential, having demonstrated a true commitment to public service and having a high dose of initiative.
- Proficiency in written and spoken English: The minimum required mark on the TOEFL is 75 in the internet version. The program offers the possibility of taking a 16-week intensive English course, before the start of the academic program, to excellently qualified candidates who have a TOEFL level of 42-61. For the preliminary stage it is essential to present the result of the TOEIC test if they do not have a valid TOEFL.
- They are not eligible:
- Candidates hoping to obtain a college degree under this program.
- Persons who have resided, completed postgraduate studies for one year or more, or obtained a college degree in the United States during the past 5 years.
- Individuals who have had any other training or professional experience in the United States for more than six months in the last 5 years.
- Recently graduated professionals (even with relevant positions), university professors and researchers who do not have administrative or planning responsibilities (except in the areas of substance abuse prevention and teaching English as a second language).
- People who have dual nationality (CR / USA), residence permit in the United States or who are children of a father, mother or both US citizens.
- Candidates who were born in the United States.
