Nominations are now open for 2019 EU Health Award to recognise cities, NGOs and cities which are achieving a positive change in their community by preventing and reducing obesity in children and young people.
The 2019 Award is set up in order to highlight and reward initiatives of cities, NGOs and schools acting at international, European, national and regional level.
The award will celebrate their commitment and raise awareness of the vital role cities, NGOs and schools play in strengthening participative democracy and active citizenship in public health.
Prize Information
From the initiatives submitted by cities, NGOs and schools in response to this call, three initiatives per category will be shortlisted, and one per category will be recognised as outstanding and will receive a prize of 100 000 EUR:
- Prize for the winning City: EUR 100 000
- Prize for the winning NGO: EUR 100 000
- Prize for the winning School: EUR 100 000
Award Ceremony and EU Health Policy Platform
All the shortlisted candidates will be invited to the event where the Awards will be presented.
- NGO category: maximum 5 representatives per shortlisted NGO will be invited and their travel and accommodation expenses will be reimbursed.
- City category: maximum 5 representatives per shortlisted city will be invited and their travel and accommodation expenses will be reimbursed.
- School category: maximum 2 representatives and maximum 20 children per shortlisted school will be invited and their travel and accommodation expenses will be reimbursed.
Criteria
The Financial Regulation (in particular Article 206) is applicable for the implementation of the Health Programme.
Applications will be evaluated on the basis of four categories of criteria:
- Eligibility criteria, to assess the applicant’s eligibility,
- Exclusion criteria (Articles 136 (1), 141 (1), and 207 (1) of the Financial Regulation),
- Selection criteria, to assess the ability of the applicant
- Award criteria, to assess the quality of the proposal
Eligibility Criteria
- The applicant targets initiatives to reduce obesity in children and young people in the age range between 6 and 18 years and is
- a city which has more than 30 000 inhabitants. In countries where there is no city with more than 30 000 inhabitants, the largest city is eligible to apply.
- A “city” is understood to be an urban area, including metropolitan areas, larger urban zones and conurbations, and is understood as an administrative unit governed by a city council or another form of democratically elected body;
- or, a legally established non-governmental body that is non-profit-making and independent from industry, and without commercial and business or other conflicting interests.
- or, a school of primary and/or secondary education
- The applicant acts at European, national, regional or local level.
- Only applications from entities established in one the following countries are eligible:
- EU Member States;
- Iceland and Norway;
- Countries which have a bilateral agreement with the European Union, in accordance with Article 6 of Regulation (EU) No 282/2014 on the establishment of a third Health Programme for the Union’s action in the field of health (2014-2020). Currently Serbia, Moldova and Bosnia-Herzegovina have a bilateral agreement with the European Union.
- Only applications from single applicants are acceptable (with or without partners).
- The application is submitted before the deadline.
- The application is submitted using the application form from the EU Health Award page of the Public Health Website, accessible via the submission page.
- The application must be complete: all compulsory fields of the application form are filled out.
- Applications may be submitted in any official language of the European Union. However, in order to facilitate assessment by the evaluators, an English translation should accompany the text written in another EU official language.
- Each applicant can only submit one application. If an applicant submits more applications, extra ones will be disqualified (starting from the second initiative submitted).
- a city which has more than 30 000 inhabitants. In countries where there is no city with more than 30 000 inhabitants, the largest city is eligible to apply.
Selection Criteria
The call for applications targets successful initiatives by cities, NGOs and schools that have shown tangible results with a particular focus on the aspects and activities mentioned below. These initiatives must target children and young people in the age range of 6 to 18 years and include at least one of the following actions:
- Prevention and reduction of overweight and obesity in children and young people through healthy diets and physical activity;
- Advocacy, service providing, training or education on reducing and preventing overweight and obesity in children and young people;
- Awareness raising and information: health promotion to reduce overweight and obesity in children and young people; promotion of knowledge about healthy lifestyles for children and young people;
- Engaging with health care professionals to strengthen education/medical curricula/training, advocacy and health care professionals’ communication skills to raise awareness about overweight and obesity in children and young people;
- Education/training to raise awareness about overweight and obesity in children and young people among the general public/national authorities/ teachers/ parents/ children and young people themselves;
- Prevention and reduction of overweight and obesity in children and young people, with the support of mobile health (mHealth) and similar tools;
- Tackling obesity in children and young people from a specific disease perspective;
- Prevention and reduction of overweight and obesity in children and young people from families with a lower socioeconomic background;
- Development of healthy environments stimulating physical activity in children and young people (for example building safe cycling paths, …); addressing the fact that while individual choice plays a role in lifestyle decisions, such decisions are heavily influenced by the choice environment (literacy, access to healthy options, marketing, taxation, urban planning, etc.) and the burden of the solutions should not lay (solely) on the citizen.
