The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Juvenile Justice and Delinquency Prevention (OJJDP) is seeking applications for funding to increase the technological investigative capacity and associated training of Internet Crimes Against Children Task Force personnel through the development, refinement, and advancement of widely used investigative tools, methods, and technologies that address child pornography, exploitation, and sex trafficking.
Goal: The goal of this program is to increase the technological investigative capacity and associated training of law enforcement, prosecutors, and other professionals to combat child pornography and online child exploitation, including cases of child sex trafficking.
Objectives
OJJDP has developed the following program objectives.
- Category 1 Support the development, refinement, and advancement of widely used investigative tools, methods, and technologies that address child pornography and child sexual exploitation.
- Category 2 Increase the amount and availability of skill-based training for the law enforcement community and prosecutorial agencies on tools, methods, and technologies that address child pornography, exploitation, and sex trafficking.
To achieve these objectives, it is expected that the successful applicant for either category will address the following in the program narrative:
- Outline and describe the proposed investigative tools, methods, or technologies and/or describe the proposed training for the law enforcement community on tools, methods, and technologies.
- Identify the gaps or planned improvements in existing investigative tools, methods, and technologies that the proposed product and/or training will address.
- Demonstrate that they have consulted with criminal justice agencies to gain a fuller understanding of any challenges and the operational context within which these tools would be employed.
- Indicate how the proposed product will target emerging technologies, target offender organizations, target high-value individual offenders, better identify victims, or enhance international collaboration.
- Develop a timeline/workplan for the development, refinement, and advancement of the proposed investigative tools, methods, technologies, or training.
- Submit a plan for how the proposed product or training will be marketed and made available to law enforcement, prosecutors, and other professionals.
- Include a sustainability plan for the proposed product.
Categories
There are two categories of funding under this solicitation:
- Category 1: Develop, enhance, and/or refine widely used investigative tools, methods, and technologies that address child pornography, exploitation, and sex trafficking. These tools will help the law enforcement community and prosecutorial agencies overcome current technology-related investigative challenges. Examples of such tools include, but are not limited to, those that efficiently and effectively parse through digital evidence; assist with case deconfliction; expedite evidence collection and the transfer of digital files; facilitate decryption; address mobile chat encryptions; automate data intelligence; and support ICAC case management, case deconfliction, and high-priority suspect identification.
- Category 2: Develop and deliver training for the law enforcement community and prosecutorial agencies on tools, methods, and technologies that address child pornography, exploitation, and sex trafficking. Applicants can propose to develop and deliver new training curricula or leverage existing training curricula to deliver content through multiple cost-effective delivery mechanisms. Examples of such mechanisms include, but are not limited to, training that includes a victim-centered approach to prosecuting child sexual exploitation (CSE) and child sex trafficking (CST) cases; prosecuting and adjudicating CSE and CST cases; a train-the-trainer curriculum on CSE- and CST-related public awareness and prevention programs; and methods and technologies that address child pornography, exploitation, and sex trafficking.

- For purposes of this solicitation, “state” means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
- To advance Executive Order Safe Policing for Safe Communities, the Attorney General determined that all state, local, and university or college law enforcement agencies must be certified by an approved independent credentialing body or have started the certification process to be allocated FY 2021 DOJ discretionary grant funding, as either a recipient or a subrecipient.
- All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee.
