The Aidsfonds has launched the 2017 Call for Proposals “Challenging intellectual property barriers that prevent access to treatment for people living with HIV” with an aim to support civil society organizations with a track record in treatment advocacy addressing intellectual property barriers and holding their governments accountable for access to essential medicines, lowering costs of pharmaceuticals and thereby contributing to financial and programmatic sustainability of the HIV response.
Objectives
- Repelling harmful provisions in free trade agreements;
- Incorporating flexibilities in national patent laws;
- Ensuring that existing flexibilities are used, including the opposition to new patents or issuing compulsory licenses.
Funding Information
- For each programme, a budget between €150.000 – €250.000 is available, for the duration of three years.
- Aidsfonds aims to support 4 to 7 programmes.
Grant Strategies
- Advocacy: To advocate for the elimination of intellectual property obstacles to generic competition, especially on the issuing of compulsory licenses, repelling harmful provisions in free trade agreements, the implementation of flexibilities in national patent laws or the opposition to new patents, and securing political commitment to address IP barriers to medicines access;
- Research: To investigate consequences of intellectual property barriers on medicine prices and to develop strategies based on this research;
- Capacity: To strengthen community response – educate, organise, mobilize and engage relevant stakeholders, like community groups, government, media and/or medical professionals on issues around medicine patents, intellectual property and medicine pricing for them to take a role in the advocacy activities.
Eligibility Criteria
- The applicant is a registered organisation. Proposals by individuals will not be taken into consideration for funding;
- The applicants is a non-profit and non-governmental organisation.
- The proposed programme builds towards one or more of the long-term outcomes mentioned above
- The proposed programme uses one or more of the strategies (Advocacy, Research, Capacity)
- The proposal is supported by the latest available annual narrative and financial report (uploaded through the online application form).
