The All In WA is encouraging for its Child Care Initiative that will fund trusted statewide intermediaries, community-based organizations and tribes with strong relationships with networks of child care providers and the capacity to administer flexible grants to licensed family child care businesses in Washington.
This Initiative will prioritize child care business owners, who are Black, Indigenous, and People of Color (BIPOC) given the disproportionate impacts of COVID19 on these populations. While reaching all parts of the Washington state, the Initiative will also prioritize family child care businesses in more rural and remote areas that serve a high percentage of essential workers or BIPOC children.
- These flexible grants will allow these licensed family child care businesses to:
- Close the revenue gap due to lost capacity and/or enrollment so that they can remain open during a period of under-enrollment.
- Provide scholarships to financially vulnerable families, especially essential workers, who are not eligible for public subsidy or offset the cost of out-of-pocket co-pays for families who do receive public subsidies.
- Purchase supplies and equipment to meet new COVID-related safety and hygiene guidelines.
- Up to 10% of the grant amount may be used to cover the costs of managing the administration of these flexible funds to child care businesses. Grant recipients will need to be able to commit to the following terms:
- Ensure culturally appropriate outreach activities to alert licensed family child care businesses of the opportunity.
- Prioritize licensed BIPOC-owned family child care businesses and/or family child care businesses in rural and remote communities serving essential workers or a high percentage of BIPOC children.
- Given the urgency of the needs communities are facing, grant recipients are encouraged, though not required, to expend grant funds within six months.
Funding Information
- Grant Amounts: $50,000 to $250,000.
Priorities
They will give priority to community-based organizations, intermediaries, state-wide organizations and coalitions serving the following people who face disproportionate impacts of COVID-19:
- Black;
- Native American;
- Asian, especially Southeast Asian;
- Native Hawaiian and Pacific Islander;
- Hispanic or Latinx;
- Undocumented residents.
They will also give priority to organizations serving rural and remote communities of central, eastern, and coastal Washington, as well as rural and underserved communities in Western Washington.
Eligibility Criteria
- All recipients must be a community-based organization or intermediary with 501(c)3 nonprofit status, have a fiscal sponsor that qualifies as a nonprofit 501(c)3 organization, are a state-recognized tribe or federally recognized sovereign tribal nation.
- All recipients must be based within the state of Washington and currently serving communities in Washington.
- All recipients must have a demonstrated track record of serving networks of licensed BIPOC-owned family child care businesses and/or networks of family child care businesses in rural and remote communities.
- Strong preference will be given to:
- Organizations whose governance and leadership reflects the communities they are intended to serve and represent the communities in which the work takes place.
- Organizations that center racial and economic equity in their work and approach.
- Organizations with strong relationships and trust in the communities they serve.
Reporting Requirements
Grant recipients will be expected to submit a brief report about the use of grant funds which will include:
- Description of number of family child care businesses served, amount of funding that each received and how the funds were used;
- Demographic profile of family child care business owners served and the profile of children in their care;
- Geographic distribution of child care businesses served (by county);
- 1 or 2 short stories to illustrate the impacts of the Child Care grants on family child care businesses and the children and families they serve;
- A short summary of other needs the organization is facing (so this could inform future funding opportunities);
- Any feedback regarding the application or process.
