The U.S. Department of State’s Bureau of Counterterrorism (CT) is seeking applications from eligible entities for a program entitled “Building Civilian Criminal Justice Capacity to Address Terrorism” with an aim of implementing projects to strengthen the capacity of civilian criminal justice institutions and actors engaged in counterterrorism and countering violent extremism (CVE) efforts.
Objectives
- Build law enforcement investigative capacity to conduct investigations of terrorism and disrupt terrorist networks, including through partnerships with civil society and community actors where appropriate;
- Build capacity to deter, detect, and interdict terrorist transit at airports or land border ports of entry;
- Encourage interagency and/or regional information-sharing against counterterrorism threats;
- Develop comprehensive counterterrorism legal frameworks and justice sector capabilities to investigate, prosecute, and adjudicate complex terrorism cases within a rule of law framework;
- Counter the financing of terrorist organizations;
- Reduce the threat posed by former violent extremists by assisting governments and communities to establish effective rehabilitation and reintegration policies and programs, including in prisons;
- Enhance oversight and accountability of, and respect for human rights by, law enforcement and judicial entities conducting counterterrorism missions;
- Encourage and assist countries to implement United Nations Security Council Resolution (UNSCR) 2178 (2014) to address and mitigate the threat posed by FTFs, with a focus on information-sharing, traveler screening, and legal frameworks;
- Promote and implement criminal justice efforts to deal with juveniles in a counterterrorism context.
Funding Information
- The estimated total project funding is$150,000 to $1,500,000.
- CT seeks applications for proposals to implement projects of 12-24 month duration.
Eligibility Criteria
- The successful applicant may be a public or private academic institution, non-governmental organization, non-profit or for-profit entity.
- For-profit entities should be aware that its application may be subject to additional review following the panel selection process and that the Department of State generally prohibits profit under its assistance awards to for-profit or commercial organizations.
