The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces a funding opportunity for invited organizations to submit applications to carry out a project to strengthen civil society organizations in Peru to identify, analyze, expose, and fight against corruption and impunity.
Project Vision
- Peruvian civil society actively combats corruption by collaborating among civil society organizations, the media, and government to enhance accountability, reduce impunity, and promote transparent, effective governance.
Project Goal
- Peruvian Civil Society Organizations (CSOs) have the operational capacity to combat corruption and promote transparency and accountability.
Objectives
- Peruvian CSOs use information and communication technologies to identify and report corruption, increasing public awareness and promoting transparency.
- New civil society stakeholders employ anticorruption toolkits to document and expose corruption and impunity.
- Peruvian CSOs participate in national and international advocacy efforts to address corruption and hold those in power accountable.
Funding Information
- Total Funding Available: $800,000.00 U.S. Dollars
- Application Ceiling: Up to $300,000 U.S. Dollars
- Application Floor: At least $150,000 U.S. Dollars
Duration
- Length of performance period: 12 to 24 months
Project Activities and Deliverables
- Successful proposals will strengthen civil society through measurable actions that enhance organizations’ capacity to identify, analyze, expose, and prosecute corruption and impunity. INL encourages creativity in proposed activities; however, some examples of potential activities include:
- Conducting training sessions for civil society organizations on investigative journalism and corruption reporting.
- Developing and disseminating toolkits and resources that guide organizations in monitoring and documenting corruption cases.
- Establishing partnerships between NGOs and local media outlets to amplify coverage of corruption issues.
- Organizing public awareness campaigns to educate citizens about the impacts of corruption and encourage reporting.
- Facilitating workshops on legal frameworks and best practices for pursuing corruption cases within the judicial system.
- Implementing community-based monitoring initiatives to track public spending and service delivery.
- Creating networks among civil society organizations to share best practices and coordinate anti-corruption efforts.
- Providing technical assistance and support to strengthen small CSOs’ capacity to develop and manage their own projects in the future.
Participants and Audiences
- This project should target a diverse range of audiences beyond the capital of Lima. Intended participants include CSOs, local journalists, community leaders, and representatives from underrepresented groups, such as women, LGBTQI+ individuals, and ethnic minorities. Applicants should describe how they will ensure equitable and safe inclusion of these groups, utilizing participatory, locally led, and intersectional approaches. By engaging a wide array of stakeholders, the project aims to foster a more inclusive dialogue on corruption issues and enhance collective capacities to combat impunity across the country.
Eligibility Criteria
- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code or section 26 US 115 of the U.S. tax code;
- Foreign-based non-profits/non-governmental organizations (NGOs);
- Foreign-based educational institutions.
