With the support of the European Union (EU), the United Nations Development Programme (UNDP) announces the public call for civil society organizations (CSOs) to submit proposals for projects promoting and protecting the rights of victims and survivors from the conflicts in the 1990s.
This public call is intended for CSOs registered in Serbia, such as associations supporting victims from the conflicts and their families, organizations engaged in the protection of victims and promotion of their rights (psychosocial support, free legal aid), transitional justice, and human rights, as well as non-governmental and non-profit academic, research and scientific organizations active in victimology.
Objectives
- The public call is aimed at civil society organizations, including victims’ associations, that provide support to victims and their families in a gender-responsive manner.
- The activities supported by the public call are:
- supporting victims and survivors to achieve better access to justice and institutional services, including, for example, exercising the right to compensation and reparations, informing victims and survivors about their rights;
- support for criminal justice, including by ensuring access for witnesses to courts and prosecutors’ offices, supporting the participation of survivors (witnesses, victims, injured parties) and trial observers in trial processes;
- psychosocial support to victims, survivors and their families – external or peer (including addressing the effects of transgenerational transmission of trauma);
- advocacy campaign to improve the rights and status of victims and survivors;
- support for victims and survivors of conflict-related sexual violence (including their families, especially children born after war rape, to address the effects of transgenerational transmission of trauma);
- capacity building and mentoring of small civil society organizations by more experienced organizations (to increase their sustainability in terms of project planning and implementation, fundraising, campaigns, advocacy and communication, etc.) improving their operational infrastructure;
- enabling and promoting better and direct communication between victims and relevant local authorities.
Funding Information
- The total financial resources for the award of grants amount to EUR 1,000,000
- The minimum amount per grant is EUR 5,000
- The maximum amount per grant is EUR 45,000
Duration
- Duration of the proposed project: minimum 4 months, maximum 18 months.
Eligibility Criteria
- Applicants who meet the requirements for receiving grants are the following organizations registered in Serbia:
- Non-governmental organizations and associations that bring together victims of war crimes as well as survivors and their families, and are engaged in the protection and promotion of the rights and interests of these groups;
- Non-governmental organizations and associations that deal with the promotion and protection of victims and their rights, transitional justice, human rights, providing psychosocial support, and free legal aid;
- Non-governmental academic, research and scientific organizations active in the field of victimology.
- Note: Civil Society Organizations (CSOs) that currently have an active, ongoing contract with the UNDP office in Serbia can apply to this public call if they meet the following requirements:
- that the total amount of funds received during the UNDP programming cycle 2021-2025 may not exceed a total of 300,000 dollars (USD). This amount includes all past, current and potential funds that may be received through the grant mechanism.
- CSOs must demonstrate that they have achieved the planned or most of the planned results from any previous or ongoing agreement with the UNDP office.
Selection Criteria
- The project proposal should:
- has capacity-building and sustainability effects for local organizations, including the capacity of victims’ associations to receive and provide assistance;
- promotes interethnic partnerships (regional and within a society);
- promotes the role of women as advocates for survivors and victims; engagement of women experts from the region and emergence of new and young women leaders in the field of transitional justice and reconciliation;
- promotes the emergence of young leaders in victims’ associations.
