The United Nations Children’s Fund is pleased to invite applications for its initiative titled “Promoting Identification, Enrolment and Transition of Children with Disabilities and Addressing Social Stigma through Capacity Building and Community Mobilization.”
The UNICEF has proposed a partnership to promote identification, enrolment and transition of children with disabilities and addressing social stigma through capacity building and community mobilization in selected four districts of Devipatan division Uttar Pradesh along with initiating state level interventions for scale up and strengthening systems on disability inclusion with a focus on education.

Expected Outcomes
- 8,422 frontline workers (AWWs) and 16,500 government schoolteachers and special educators are sensitized and block resource centres are strengthened to support early identification and referral services by 2029.
- Enrolment, and transition of children with disabilities improved by 25 percent point in selected districts by 2029.
- Social protection schemes and required aids and appliances are delivered to all pre-school and elementary school children with disabilities by 2029.
- Knowledge products, advocacy papers, human interest stories and advocacy documents are prepared and state guidelines revised/issued and resources allocated for better identification, enrolment, retention, transition, referral services and social protection for children with disabilities by 2029.
- Parents of children with disabilities and communities from four districts of Uttar Pradesh have increased knowledge on early detection, care, entitlements, enhanced empathy and face lower stigma and taboo by 2029.
Target Audience
- Direct beneficiaries: are population groups who are the direct recipients of programme activities. For example, 50 teachers in rural primary schools receiving training, or 200 children aged 6 months to 5 years receiving nutritional supplements.
- Indirect beneficiaries: are population groups who are not the direct recipients of programme activities, but may indirectly benefit. For example, 1,000 students in rural primary schools benefiting from teachers with improved classroom teaching practices, or 5,000 community members hearing a radio broadcast on improved child-feeding practices.
