The UN Women is implementing the project “Restoring and Strengthening the Preventive and Protective Services in response to Violence Against Women and Girls affected by the earthquakes in Türkiye” Project, funded by the European Union.
UN Women aims to strengthen the VAWG prevention and protection system in Türkiye and ensure that women and girls have access to the support and opportunities they need to rebuild their lives. The project is designed to establish good models that can then be scaled up to become part of the overall MoFSS response to violence against women in their areas of competence.
Objectives
- To enhance access to quality prevention, protection and empowerment services for women and girls at risk of and survivors of VAWG, in the earthquake-affected provinces and provinces receiving migration from the affected region, in line with national and international standards.
Types of Lots
- Lot 1: Mental Health and Psycho-Social Support Services in Context of VAWG Prevention and Protection: This lot aims to support the public personnel providing VAWG prevention and protection services in women’s shelters, Violence Prevention and Monitoring Centers (VPMCs) and women’s shelters in earthquake-affected and migration-intensive areas, as well as the central level DGWS staff working on post-earthquake service provision support, management and coordination.
- Lot 2: Women’s Social and Economic Empowerment: This lot will focus on supporting the access of survivors to opportunities supporting their socioeconomic empowerment and well-being, including in the post-shelter period. It aims to address the socio-economic needs of survivors of VAWG and those at risk.
- Lot 3: Survivor-Centered Case Management and Supervision in Context of VAWG Prevention and Protection: This lot will focus on incorporating technical support to relevant institutions and personnel for enhanced service provision to VAWG survivors through survivor-centered case management and supervision. To enhance case management and supervision in shelters and VPCMs, supervisors who will oversee case management and who are professional staff of the MoFSS will be selected and trained through an experienced partner.
Expected Outputs
- Reconstructed women shelter for survivors of violence and their accompanying children in selected earthquake-affected provinces and migration receiving ones, in line with the national and international standards and good practices.
- Strengthened and refurbished shelters and violence prevention and monitoring centres for survivors and those at risk of VAWG, and their accompanying children in selected earthquake-affected provinces and provinces that received migration to meet the increasing needs.
- Increased technical knowledge, skills and enhanced tools of the public personnel providing and coordinating violence prevention and protection services at the institutions of MoFSS and Law Enforcement institutions in the target provinces.
- Increased access of survivors to opportunities supporting their socio-economic empowerment and well-being, including in the post-shelter period.
Competencies
- Lot 1: Mental Health and Psycho-Social Support Services in Context of VAWG Prevention and Protection:
- Technical/Functional Competencies Required:
- Expertise in Trauma-Informed Care/Counseling: Demonstrated experience in designing and delivering training programs on trauma-informed care, specifically addressing the challenges faced by service providers directly affected by the earthquake or newly mobilized to the region.
- Understanding of Women’s Empowerment and Survivor-Centered Approaches: Demonstrated understanding of women’s empowerment focused and survivor-centered approaches, incorporating ethical considerations and best practices in providing psychosocial support to service providers working with survivors of VAWG.
- Experience Working with Government Institutions: Proven track record of successful collaboration with government institutions, particularly the Ministry of Family and Social Services and Law Enforcement institutions in Türkiye.
- Knowledge of Existing Resources: Knowledge of existing resources and referral pathways within the VAWG service provision system in Türkiye.
- Adaptability and Innovation: Ability to adapt existing PSS models to the specific context of the earthquake-affected region and to innovate in the delivery of services to address emerging needs.
- Experience in developing tools for monitoring the effectiveness of psychosocial support interventions, including tools that capture emotional and/or behavioral change over time
- Other Competencies (Assets):
- Certification or training in Eye Movement Desensitization and Reprocessing (EMDR) or other evidence-based trauma treatment modalities.
- Experience in providing remote or online psychosocial support services to address accessibility challenges.
- Familiarity with local languages and cultural norms in the earthquake-affected region.
- Established networks with local civil society organizations working in the field of VAWG.
- Lot 2: Women’s Social and Economic Empowerment:
- Technical/Functional Competencies Required:
- Expertise in Women’s Economic Empowerment: Demonstrated experience in designing and implementing programs that promote women’s social and economic empowerment, including skills training, livelihood support, and access to financial resources.
- Understanding of Market Dynamics: Strong understanding of local market dynamics and employment opportunities in the earthquake-affected region, with the ability to tailor programs to meet the needs of both women and employers.
- Collaboration with Stakeholders: Proven ability to collaborate effectively with civil society organizations, municipalities, local authorities, and national agencies such as the Turkish Employment Agency (İŞKUR) to maximize the impact of empowerment initiatives.
- Survivor-Centered Approach: Commitment to a survivor-centered approach, ensuring that the needs and preferences of women survivors of VAWG are prioritized in the design and implementation of empowerment programs.
- Knowledge of Financial Literacy: Knowledge of financial literacy and business development principles, with the ability to provide training and support to women entrepreneurs.
- Other Competencies (Assets):
- Experience in providing psychoeducational workshops and peer support groups to enhance women’s well-being and social support networks.
- Familiarity with Women’s Empowerment Principles (WEPs) and other frameworks for promoting gender equality in the workplace.
- Experience in developing and implementing monitoring and evaluation systems to track the impact of empowerment programs.
- Understanding of the care economy and its role in women’s economic empowerment, including experience in designing interventions that recognize, reduce, and redistribute unpaid care work, and promote decent work opportunities in the care sector.
- Lot 3: Survivor-Centered Case Management and Supervision:
- Technical/Functional Competencies Required:
- Expertise in Survivor-Centered Case Management: Demonstrated experience in developing and implementing survivor-centered case management protocols, ensuring that the needs and rights of survivors of VAWG are at the center of all interventions.
- Understanding of Ethical and Legal Frameworks: Strong understanding of ethical considerations, relevant laws, and best practices in case management, including data protection and confidentiality protocols.
- Experience in Training and Supervision: Proven track record of training, mentoring, and supervising case managers to ensure delivery of high-quality, survivor-centered services.
- Knowledge of Referral Pathways: Comprehensive knowledge of referral pathways and available services for survivors of violence, including shelters, legal assistance, medical care, and psychosocial support.
- Collaboration with Service Providers: Ability to establish and maintain effective working relationships with other service providers, including government agencies, NGOs, and community-based organizations.
- Other Competencies (Assets):
- Experience working with diverse groups of survivors with specific and cross-cutting needs and characteristics, including refugee women and girls, women with disabilities, and those in rural areas
- Familiarity with technology solutions for enhancing case management efficiency and effectiveness.
- Experience in advocating for the rights and needs of survivors of VAWG at the local and national levels.
- Experience in applying Psychological First Aid (PFA) protocols in humanitarian or emergency settings, particularly tailored for VAW.
