Call for Projects for CSOs in Togo: Prevention of Human Trafficking

The Expertise France has announced a Call for Projects for civil society organizations (CSOs) in Togo: Protection and rehabilitation of victims of trafficking, prevention of human trafficking.

Objectives

The general objective of this call for proposals is to support civil society organizations in Togo in the development of structuring and innovative projects for the protection and rehabilitation of persons (adults and children) victims of trafficking, and in a subsidiary manner, prevention of trafficking in human beings.

It also involves strengthening the capacities of Togolese civil society so that it can actively participate in dialogue with the public authorities on the issue of trafficking in human beings.

The specific objective (s) of this call for proposals are:

• Improve the protection of victims of trafficking through the strengthening of structures offering assistance services, psychosocial support and/or reintegration activities with a view to the full rehabilitation of these people;
• Sustainably strengthen the prevention of human trafficking through innovative actions with concrete and lasting effects the projects presented.

Funding Information

• The overall indicative amount made available under this call for proposals is EUR 60,000.
• Expertise Francese reserves the right not to allocate all available funds Amount of grants.
• Any grant request under this call for proposals must be between the following minimum and maximum amounts:
  • Minimum amount: 15,000 EUR;
  • Maximum amount: 60 000 EUR.

Eligibility Criteria

Lead applicant(s)

To be eligible for a grant, the lead applicant must meet the following conditions:

• Be a legal person;
• be non-profit; and belong to one of the following categories: non-governmental organization, social enterprise of the cooperative type, associations and foundations, international (intergovernmental) organization;
• be established in a Member State of the European Union or in Togo and legally registered for at least two years at the time filing of the application;
• Be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies) and not act as an intermediary and;
• Test their ability to manage activities relating to the themes concerned and corresponding to the scope of the project requiring a grant by providing:
  • a copy of the organization’s registration document and a note describing its activities;
  • a copy of the organization’s last annual report or a presentation of the activities implemented by the organization over the last two years;
  • the most recent financial statements of the organization: certified closed accounts 2019, 2018 and 2017 and estimated budget for 2020.
• Any prior experience and any proven expertise in the field of protection victims of trafficking must be presented in the application form;
• Foreign CSOs, that is to say established outside Togo, are authorized to participate in the call for proposals within the framework of partnerships with one or more Beninese CSOs. Foreign applicants must demonstrate that their experience brings added value to the project, that their action (i) responds to a demand and to needs identified at the local level and (ii) includes active support to local partners (capacity building, transfer of skills). The applicant must ensure that the local structure with which he is in partnership complies with the same eligibility rules of this call.

Co-applicant(s)

• The applicant can set up in the form of a consortium of which he will be the coordinator; in this case, the co-applicants participate in the definition and implementation of the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
• Co-applicants must meet the eligibility criteria that apply to the lead applicant himself
• Co-applicants must sign the mandate grant application form.
• If the grant is awarded to them, any co-applicants will become the beneficiaries of the action, along with the coordinator.

Affiliated entity(ies)

• The lead applicant and his co-applicants may act with one or more affiliated entities.
• Only the following entities can be considered as affiliated with the lead applicant and / or the co-applicant (s):
  • Only entities structurally linked to the applicants (the lead applicant or a co-applicant), in particular from a capital or legal standpoint.
  • This structural link mainly covers two concepts:
    • Control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of companies:
      • Entities affiliated with an applicant can therefore be:
        • Directly or indirectly controlled entities by the applicant (subsidiary or first-tier subsidiary) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries). This is valid for the other levels of control;
        • Entities directly or indirectly controlling the applicant (parent company). In the same way, they can be entities controlling a company controlling the applicant;
        • Entities at the same level of direct or indirect control as the applicant (sister companies).
    • Membership, i.e. applicant is legally defined as for example a network, a federation, an association in which the affiliated entity participates, or the applicant participates in the same organization (for example a network, a federation or an association) as the proposed affiliated entity.
