UN Women seeks to partner with a national non‐profit organisation/consortium to implement the proposed intervention at the federal and four provinces, namely Bagmati, Madhesh, Karnali and Sudurpaschim. Applying agencies are encouraged to forge consortium from CSOs representing diverse and intersectional identities of women and excluded groups and operating at federal as well as provincial level with robust experience of working with women and men parliamentarians.
Under the framework of the current UN Women Nepal Country Office (NCO) Strategic Note 2023‐ 2027, UN Women in Nepal continues its work to strengthen women’s leadership and participation in national and local level decision‐making processes, empower economically by supporting women, especially those from the most vulnerable and excluded groups, promote environmental sustainability, climate and disaster resilience and transform gender discriminatory social norms and end harmful practices for inclusive and transformative human development.
Objectives
- The key objectives of the initiative are:
- To strengthen the capacity of women parliamentarians (ensuring intersectionality) at the federal and provincial level on the women’s rights instruments such as CEDAW, BPfA, UNSCRs 1325 and its subsequent resolutions including other important elements such as social media violence; networking and cross learning; strengthening GESI lens for review of laws and policies; allies with male parliamentarians; advocacy through the media to advance GEWE agenda
- To create strategic allies of male parliamentarians at the federal and provincial level to advocate Gender Equality and Social Inclusion (GESI) agenda within the Parliament and their own respective parties

Scope of Work
- To achieve the aforementioned objectives, the responsible party (RP) is expected to carry out the below activities in close collaboration with UN Women Nepal and federal and provincial parliaments/secretariats:
- Objective 1:
- Activity 1.1: Develop a capacity development plan based on the comprehensive capacity need assessment of the women parliamentarians
- The RP will develop a capacity development plan based on the capacity need assessment of women parliamentarians at the federal and provincial level. The capacity need assessment will identify knowledge, skill and capacity gap of the women parliamentarians at the federal and provincial levels. Further, the RP will take stock of ongoing interventions by other development partners for capacity development of women parliamentarians to harmonise and complement the interventions and leverage the project results.
- Activity 1.2: Develop/adapt training manual(s) including key thematic areas as mentioned under the objectives
- The RP will conduct a mapping of training packages developed by relevant stakeholders to avoid duplication and overlapping. The agency will review and adapt the relevant components of training packages developed by relevant stakeholders (national and international organisations) for parliamentarians. The suggested training package will include:
- Capacity strengthening on women’s human rights instruments such as CEDAW, BPfA, UNSCRs 1325 and 1820 among others;
- National level reporting mechanism of these instruments; and
- Role of parliamentarians in advancing GEWE agenda in policies and within their own political parties aligning it with international instruments.
- The RP will conduct a mapping of training packages developed by relevant stakeholders to avoid duplication and overlapping. The agency will review and adapt the relevant components of training packages developed by relevant stakeholders (national and international organisations) for parliamentarians. The suggested training package will include:
- Activity 1.3: Deliver comprehensive capacity development support to women parliamentarian at federal and four provinces (Bagmati, Madhesh, Karnali and Sudurpachim)
- The RP will develop and roll out comprehensive capacity development support to women parliamentarians in federal and provincial parliaments. In federal parliament, women members of Women and Social Affairs committees of the House of Representatives and relevant committees of National Assembly will be selected. Intersecting identities among the women parliamentarians will be one of the focuses ofselection process. Similarly, in four provinces, women parliamentarian’s members of women and social development committees of provincial assemblies will be selected for the training.
- Activity 1.4: Networking and cross learning among parliamentarians across the region and between provincial and federal parliamentarians
- The RP will organize interactions between women parliamentarians across the South Asian/Asian region and between provincial and federal parliamentarians to share each other experiences and learn from each other. Two visits (one in south Asian/Asian region and one between provincial and federal parliamentarians) during the project period will be organised.
- Activity 1.5: Strengthen the capacity of women parliamentarians to strengthen GESI lens for the review of laws and policies including the costing for implementation, monitoring and reporting.
- Conduct capacity development training (one day) to women parliamentarians to equip them with necessary knowledge and skills to mainstream GESI including GRB in relevant laws and policies tabled at the parliament. The RP will design capacity development activities that will enhance the capacity of women parliamentarians to strengthen GESI mainstreaming and investment in relevant laws and policies. There will be minimum of five interactions four at four provinces and one at the federal level.
- Organise interactive sessions between the GRB Committee and women parliamentarians: The RP will organise an interactive session (one time) between the GRB Committee of the Ministry of Finance and women parliamentarians to lobby for the increase in the GRB budget at both provincial and federal level.
- Activity 1.1: Develop a capacity development plan based on the comprehensive capacity need assessment of the women parliamentarians
- Objective 2:
- Activity 3.1: Conduct reflective dialogue sessions between the women and male parliamentarians on key challenges to promote women’s political leadership across the political parties and actions to be taken into consideration to strengthen their political leadership and meaningful participation in the political decision‐making processes.
- Activity 3.2: Promote a pool of ‘Gender Equality Champions”: The RP will engage with male parliamentarians and identify a pool of male representative who are gender responsive.
- Activity 3.3: Media Advocacy: The RP will organize a three day (about 50 media personnel working at federal and provincial level where is project is implemented) one time capacity development residential workshop.
- Activity 3.5: Knowledge products and IEC materials: The RP will document the stories of change of women parliamentarians (20 stories with high resolution photos) and develop knowledge products and IEC materials for advocacy campaign and dissemination of best practices.

- The initiative will be rolled out with parliamentarians of Federal and provincial parliaments (Bagmati, Madhesh, Karnali and Surdurpachim).
Technical/functional Competencies required
- Demonstrate technical competencies in the area (or areas) where the applicant is applying:
- Demonstrable organizational experience designing and implementing capacity development activities to women and men parliamentarians to advance gender responsive and inclusive governance.
- Proven technical competencies in application of human rights‐based and feminist approaches to advance gender equality and for ensuring their voices and needs as rights‐holders.
- Demonstrable organizational experience of forming and supporting networks of excluded groups, including at the community level.
- Sound knowledge of the governance system of Nepal, in particular the new context of federalism.
- Past experience working with federal and provincial governments on GESI policies and strategies, gender mainstreaming would be an added value.
- Demonstrated experience in implementing programmes on gender equality and women’s empowerment, and in formulating result‐oriented programme, monitoring programme based on indicators and quality reporting.
- Demonstrated commitment to working with women, girls and those groups who are economically, socially, culturally excluded and/or marginalized.
