The UNESCO Dakar office is calling proposals for Conducting a Competency Gap Assessment on Media and Information Literacy (MIL).
UNESCO supports and encourages its Member States to create an enabling environment, by promoting Media and Information Literacy (MIL) and taking concrete measures to help their citizens become media- and information literate. Acquiring MIL competencies allow individuals to confidently seek, critically evaluate and contribute to information online and offline.
Therefore, the UNESCO Dakar office, which oversees The Gambia, seeks to conduct a MIL competency gap assessment in The Gambia under its component of the Peace Building Fund project entitled “Young Women and Men as Stakeholders in Ensuring Peaceful Democratic Processes and Advocates for the Prevention of Violence and Hate Speech. The two-year project is being implemented by the UN System in The Gambia as a part of the response to such challenges affecting community cohesion.
Objectives
Within the framework of this Request for Proposals, the UNESCO Dakar office seeks to contract with an organization capable of:
- Conducting the MIL competency gap assessment;
- Training young community leaders on MIL to foster their participation in peaceful and democratic public discourse.
Tasks to be performed
- Conducting a MIL competency gap assessment: Thorough knowledge and in-depth understanding of MIL is required to design and conduct this research to establish the competency gap on MIL in The Gambia. The assessment should be broad-based and must include all the major stakeholders, especially youth.
- Elaborate the planning with milestones as well as a budget proposal;
- Development of assessment methodology;
- An elaborate plan for desk review and fieldwork for MIL assessment;
- Reporting format and components;
- Review and validation of the assessment report with UNESCO, media professionals, youth organizations, and young leaders;
- Reporting on the whole process.
- Train young community leaders on MIL
- Develop a detailed work plan outlining the different phases of the implementation process and the detailed budget;
- Identify jointly with UNESCO Dakar the facilitators and experts in charge of facilitating the sessions and developing the training materials. Submit to UNESCO Dakar the CVs of the facilitators and experts;
- Elaborate training modules;
- Identify with UNESCO the beneficiary young community leaders who will participate in the training workshop;
- Organize a 3-day workshop ensuring the participation of at least 40 young community leaders from the five regions covered by the project in The Gambia;
- Manage all the logistics necessary for the organization of the activities (catering, accommodation, transport, etc.), including the application of the health measures recommended by the countries in the context of COVID-19;
- Ensure media coverage and invite the competent authorities and other partners to the opening or closing of the work;
- Elaborate a technical report (including pre-and post-test evaluations of participants, gender-disaggregated attendance list, and regional attendance);
- Prepare and submit to UNESCO the certified financial report with original supporting documents for all expenditures incurred.
Deliverables
- Detailed implementation plan and budget for all activities;
- The facilitators and consultant list for the assessment and workshop;
- The participants list for the workshop;
- Detailed technical report for each of the two activities;
- Detailed financial report for each of the two activities;
- The MIL competencies gap assessment report.
Criteria
To participate in the call for proposals, the applicant entity must submit:
- A technical proposal detailing the methodology to conduct the assessment and the organization of the training workshop;
- A detailed budget proposal;
- Any document demonstrating relevant experience in the organization of similar activities;
- An example of a technical and financial report developed for previous projects;
- An example of assessment/research undertaken in the past three years (send in a copy of the report or share the link, if available online);
- CVs of human resources to be involved;
- Sample of works in the domain.
