UN Women is pleased to announce its call for proposals to eliminate Sexual and Gender Based Violence (SGBV), and Harmful Practices (HPs) and increase women’s and girls’ access to Sexual and Reproductive Health and Rights (SRHRs).
There are several sociocultural factors that have posed a challenge to the eradication of SGBV and HPs, including FGM in Liberia. Cultural and traditional value systems are a major underlying driver in defining perceptions and attitudes on sexual violence. Reluctance in addressing the more culturally engrained issues of SGBV, HPs, including FGM, has resulted in a significant portion of sexual violence and other forms of VAWG to go unreported/unpunished. Sexual Violence and FGM remain prevalent and practiced in most communities in the identified Spotlight Counties.
The programme seeks to prioritize the vital role of the media in advocacy, gender sensitive reporting and raising awareness on SGBV, HPs and SRHRs issues in local dialects, setting the agenda which gives it the power to dictate what people see, hear as well as shape their attitudes towards different aspects of life. However, even with the influx of multi-media tools to communicate, there is still a lack of awareness and dialogue on what comprises GBV, legislation frameworks in place for legal recourse, prevention mechanisms, where to go for help, care and rehabilitation.
UN Women is soliciting proposals from Civil Society Organizations (CSOs). Women’s organizations or entities are highly encouraged to apply.

- The budget range for this proposal should be $20,000 – $25,000 (Min. – Max.)
Activity target group
The implementation of the project will be based on inclusive and participatory approach with the following target groups in the selected programme locations.
- 300 media practitioners and 59 media institutions, including community radio stations, and journalists from the print media, online platforms and electronic media outlets, including Communication Officers from relevant government line ministries/institutions in the Spotlight Counties.
Under the overall guidance of the Programme Technical Specialist and direct supervision of the Programme Analyst, the Implementing Partner/Responsible Party will work towards achieving the following tasks and deliverables:
Tasks
- Provide technical support for media practitioners and media institutions on Gender Sensitive reporting;
- Support news outlets to develop standards on ethical and gender-sensitive reporting;
- Document news and other media stories/reports sensitively reported on VAWG in particular and Gender Equality and Women’s Empowerment (GEWE) more broadly;
- Support other UN Women responsible party(ies) implementing the Spotlight Initiative with communication and visibility including coverage of activities by media practitioners participating in the program;
Deliverables
- Documentation on media practitioners/journalist with strengthened capacity to sensitively report on VAWG and GEWE;
- Documentation of news and other media stories/reports sensitively reported on VAWG in particular and GEWE more broadly;
- Documentation of news outlets with developed standards on ethical and gender-sensitive reporting including development of gender policies and the establishment and operationalization of gender desks in media institutions;
- Provide monthly/quarterly/Final Consolidated narrative report capturing change/impact stories, success stories, lessons learned, high quality pictures and videos of events produced during implementation of activity;
- High resolution pictures and videos of events produced on a quarterly basis with Spotlight logos in adherence to the Spotlight communication guidelines;
- Submit Quarterly financial reports on expenditure.
Outcomes
Gender inequitable social norms, attitudes and behaviours change at community and individual levels to prevent violence against women and girls and harmful practices.
- Decision makers in relevant non-state institutions and key informal decision makers are better able to advocate for implementation of legislation and policies on ending VAWG, including DV/IPV, and for gender-equitable norms, attitudes and behaviours and women and girls’ rights.
- Support the development of standards on ethical and gender-sensitive reports including development of gender policies, and the establishment and operationalization of gender desks in media institutions (Phase-2).
Eligibility Criteria
- Reputation of Organization and Staff:
- Documented successful track record (for newly formed organizations, the personnel to be assigned to the UN Women project should be gender balanced and have a proven track record of 5 years in the subject field including on gender equality and the empowerment of women and girls);
- A proven commitment to results (able to provide records of successful projects);
- Proven credibility in the country or region or in the original country of location, especially credibility in terms of working towards gender equality, women’s rights, and economic empowerment.
- General Organizational Capability:
- Strength in working with CSOs networks and coalitions and conducting successful and standard trainings on designing, implementation, and monitoring of programs on EVAW and Women and Girls SRHRs.
- Record and evidence on advocacy and lobby for change in laws and policies that affect women and girls;
- Record and evidence of organizational culture of accountability, such as a written code of conduct, measures on anti-corruption and sexual harassment policy;
- A track record of delivering quality and timely project results.
