The European Union has announced a call for proposals for the League of Arab States (LAS) Culture to raise awareness on the EU-LAS partnership in the field of culture by highlighting the EU’s effort in promoting international cultural relations in the Arab world as a specific geographical area in light of the EU-LAS Summit in Europe.
The Summit will convene in Brussels during the second half of 2022 and gather Heads of State and Government from the EU and the Arab League. It will be the occasion to take stock of joint EU-LAS initiatives in several of the areas mentioned in the Declaration — migration, security, conflict-resolution, sustainable socio-economic and technological development, among others — and showcase the shared resolve to strengthen cooperation_ This will include culture and its manifestations, as stated in the Declaration adopted at the 2019 Summit.
Proposals for this call should revolve around the general theme of promoting mutual understanding between the two regions and combatting all forms of discrimination, intolerance, stereotyping and stigmatisation. All the activities organised by the Applicant will have to take place in Brussels.
Objectives
The specific objectives of this call for proposals are:
- Promoting cultural relations connected by the common thread of the EU-Arab relation and its multiple dimensions.
- Fostering mutual understanding, inter-cultural dialogue and synergies among creative industries between the EU and the LAS by promoting participation of cultural actors from both sides.
Priorities
The priorities of this call for proposals are:
- Encouraging to the extent possible the use of public spaces for the organisation of the activities which would include the virtual space in light of the COVID19 pandemic.
- Promoting joint actions of artists from both sides in order to highlight the role of creators in building regional bridges and fostering mutual understanding through art and cultural expression.
- Promoting the emergence of innovative forms of collaboration among cultural actors.
- Enhancing the participation of civil society in crafting a regional EU-LAS cultural agenda.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 900.000. The contracting authority reserves the right not to award all available funds.
Size of grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 550.000
- maximum amount: EUR 900.000
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be established in the European Union or in the member states of the League of Arab States and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Potential applicants may not participate in calls for proposals or be awarded grants;
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Co-applicants must sign the mandate form.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator).
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (grandrImghter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
