The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “European Union Support to Human Rights in Namibia-2” to contribute to the protection and promotion of human rights in Namibia.
The programme is divided into two lots:
- Lot 1: To contribute to the promotion and protection of women’s and girls’ rights, targeting specifically gender based violence and/or teenage pregnancy.
- Lot 2: To contribute to the protection and promotion of cultural rights, with special attention to those of ethnic minorities and indigenous people.
Size of Grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Lot 1
- Minimum amount: EUR 250,000
- Maximum amount: EUR 400,000
- Lot 2
- Minimum amount: EUR 100,000
- Maximum amount: EUR 250,000
Location
Actions must take place in Namibia.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a specific type of organisation such as: i) a Civil Society Organisation (CSO) , or ii) an independent political foundation; or iii) a national parliamentary body; or iv) an international (inter-governmental) organisation as defined by Article 43 of the Rules of application of the EU Financial Regulation and
- be established in a Member State of the European Union or any other country . This obligation does not apply to international organisations
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- If the lead applicant is Namibian it may act individually or with co-applicant(s) of any nationality.
- If the lead applicant is not Namibian, or is an international organisation, it must act with one or more co-applicant(s) of which at least one co-applicant must be Namibian.
- If awarded the grant contract, the lead applicant will become the beneficiary identified as the Coordinator. The Coordinator is the main interlocutor of the Contracting Authority. It represents and acts on behalf of any other co-beneficiary (if any) and coordinate the design and implementation of the action.
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
