Submissions are now open for project “Gender-Based Violence and Justice” to support the strengthening of the capacities of feminist movements in partner countries of France’s development and international solidarity policy.
Violence against women and girls is multifaceted, affecting several aspects of their lives and preventing the free exercise of their rights and the development of their capacities. LGBTQIA+ populations are also at risk of different forms of GBV, to the extent that their gender identity and/or sexual orientation are considered to go against dominant social gender norms. The involvement of communities and the mobilization of civil society are fundamental levers in the prevention of GBV, and access to justice is essential to combat the impunity of perpetrators.
Issues linked to the theme of this call for projects – the 2 pillars:
- Prevention and advocacy among all stakeholders
- Holistic care for victims and other stakeholders
Promote gender-transformative policies and practices, particularly in terms of prevention and treatment of GBV.
Objectives
- Support local feminist associations to prevent and fight against gender-based violence and improve access to justice for survivors, particularly the most vulnerable, according to a rights-based approach and taking into account the factors of multidimensional inequalities.
- Expand the scope of action and expertise of local feminist associations on these issues.
Projects Components
- Component 1: Provision of flexible funding for local feminist CSOs (at least 60% of the total budget)
- Field, advocacy and capacity building
- Operational/development support activities for local formal or informal feminist CSOs in the field
- Component 2: Strengthening the technical capacities of local feminist CSOs
- Development of a technical training offer on the themes of the project (prevention, holistic care)
- Support for the development of strategic plans and viable economic models, financial management
- Support for the definition of advocacy messages, establishment of synergies with other ongoing actions, capitalization of good practices, development of content and communication
- Component 3: Capitalization, sharing of practices and networking
- Communication, visibility, identification of good practices/replicable processes
- Animation of a community of practices (capitalization of CSO expertise, mechanisms for transferring knowledge and experience between them)
Funding Information
- Amount: €7.840 million, and project duration: 4 years (rapid start expected)
- Call for proposals open to non-profit organizations: selection of two consortia (1 per regional lot; €3.92M per lot)
- For the benefit of local feminist CSOs, recipients of funds, whether formally established or not, which act in favor of gender equality and the sustainable transformation of social relations based on gender, and particularly those whose main mission is prevention and the fight against gender-based violence.
- The financial proposal must include:
- Carrying out external audits
- The due diligence on the CSOs that will be financed
- An ex-post evaluation must be carried out and financed as part of the project

Leverage Effects
- Greater understanding of prevention, advocacy and awareness campaign issues;
- The promotion of gender transformative practices as well as laws and policies favoring comprehensive, affordable, accessible and quality care for GBV;
- Better identification of the nature and extent of unmet needs in terms of access to support services for victims of GBV (in particular access to rights and justice services);
- Strengthening holistic support systems for victims;
- More specific and adapted support provided to people from vulnerable communities (intersectional approach);
- The strengthening and sustainability of alliances between feminist CSOs working in favor of the theme;
- Amplifying the voice, leadership and representation of women and LGBTQIA+ people on the theme, in their societies and with authorities;
- The production and valorization of local knowledge to guide feminist action
Eligibility Criteria
- This call is open to national and international non-profit organizations, civil society organizations (CSOs).
- The lead organisation of the consortium applying for a lot must have an annual budget of more than €1.4 million (for a 4-year project). This criterion is not applicable to consortium members.
- Eligibile Projects Leaders:
- National or international, structured in consortium, and working in partnership with structures, particularly local;
- Meeting the definition specified in the FSOF Strategic Framework, namely “Feminist civil society organisations in all their diversity, formally or not, whose objective is to act in favour of gender equality and to sustainably transform gender-based social relations, and especially those whose main mission is the defence and promotion of effective rights and the empowerment of women and girls.”
- With proven expertise in the GBV sector and access to justice.
- With experience in leading transformational gender frameworks, in the area of rights-based approach, using an inclusive approach that takes into account factors of multidimensional inequalities;
- Previous experience in partnering with civil society feminist organizations, networking and financing their activities;
- Having the capacity to deploy communication channels with local and community CSOs in various contexts;
- With expertise in building community capacity and civil society organizations, and identifying good practices;
- Previous experience in action research/capitalization (intellectual production, south-south knowledge sharing) /advocacy, influence and political action;
- Having a detailed knowledge of the ecosystems of the countries of intervention proposed;
- With proven administrative and financial management capabilities in multiple and varied geographical areas;
- Having operational capacities/ management of multi-stakeholder projects, including in remote areas.
