The United Nations Women Lebanon seeks to partner with civil society organizations, media or academic institutions, and relevant stakeholders to implement targeted interventions that advance women’s political participation and contribute to inclusive and gender-responsive electoral processes in Lebanon.
Thematic Areas
- The required services will support activities under key thematic areas, including:
- Gender-sensitive electoral reforms are institutionalized to dismantle systemic barriers to women’s participation, by engaging relevant stakeholders at both parliamentary and governmental levels. This will help create a more enabling environment for women as candidates and voters.
- The capacity of women leaders is strengthened—at the parliamentary level, to campaign effectively and build constituencies, and at the municipal level, to design, advocate for, and implement gender-responsive community initiatives.
- The visibility and credibility of women candidates are amplified through strategic skillbuilding, voter education and engagement, and advocacy to raise awareness of key measures and procedures that affect women’s political participation and leadership.

Expected Outcomes
- Improved women’s participation in politics and decision-making, including through elections:
- Increased number of stakeholders implementing gender-sensitive reforms in parliamentary election processes: This output seeks to promote interventions that enhance the representation and participation of women in public and political life, particularly in the lead-up to parliamentary elections in 2026:
- Activity 1: Strengthen the capacity of Tele Liban and national media actors to promote gender sensitive reporting and enhance media coverage of women’s participation to the electoral process: Sub-Activities may include:
- Deliver a series of in-depth capacity-building workshops for Tele Liban media personnel and journalists, equipping them with the knowledge, tools, and techniques needed to produce gender-sensitive voter education content that, challenges gender stereotypes in Lebanon, promotes women’s leadership and ensures balanced reporting during the electoral period.
- Support Tele Liban to produce and broadcast voter education and public awareness segments on women’s political participation, in collaboration with the Ministry of Information.
- Activity 1: Strengthen the capacity of Tele Liban and national media actors to promote gender sensitive reporting and enhance media coverage of women’s participation to the electoral process: Sub-Activities may include:
- Strengthen the leadership and governance capacities of elected women municipal councillors to advance gender-responsive local development: This output contributes to advancing gender equality in local governance by strengthening the leadership and institutional engagement of elected municipal councillors:
- Activity includes: deliver a capacity-building program and peer-to-peer exchanges between municipalities for newly elected councillors in ten municipalities based on well developed criteria. Indicative Sub-Activities:
- A needs assessment to identify gaps in knowledge, skills, systems, and institutional capacity.
- This may be carried out through stakeholder consultations with the mayor, municipal councillors and municipal staff followed by a skills gap analysis (via surveys, interviews, or focus group discussions).
- Define clear, measurable goals aligned with local priorities and development plans.
- Activity includes: Support the implementation of gender-responsive community initiatives led by women municipal councillors in ten municipalities based on the criteria developed in activity across Lebanon’s governorates. Indicative Sub-Activities:
- Developing clear and transparent criteria for selecting 10 municipalities across Lebanon, in close consultation with UN Women.
- Activity includes: deliver a capacity-building program and peer-to-peer exchanges between municipalities for newly elected councillors in ten municipalities based on well developed criteria. Indicative Sub-Activities:
- Increased knowledge, competitiveness and public engagement of women candidates for the May 2026 parliamentary elections: This output focuses on enhancing the capacity of women candidates to run competitive campaigns and engage directly with their communities and contribute to more representative and inclusive governance:
- Activity includes: Provide targeted capacity building and technical advisory support to women candidates for the 2026 Parliamentary elections. Indicative Sub-Activities:
- Conduct thematic training sessions on priority national issues (e.g., energy reform, public financial management, post-conflict accountability), led by sector experts.
- Experts will also develop policy briefs and talking points tailored for women candidates.
- Activity includes: Support women candidates in voter engagement and media campaigns. Indicative Sub-Activities:
- Support the design and implementation of gender-sensitive voter engagement strategies tailored to their local constituencies.
- Deliver practical media training on managing interviews, crafting compelling campaign messages, and navigating gender bias in media.
- Activity includes: Provide targeted capacity building and technical advisory support to women candidates for the 2026 Parliamentary elections. Indicative Sub-Activities:
- Increased number of stakeholders implementing gender-sensitive reforms in parliamentary election processes: This output seeks to promote interventions that enhance the representation and participation of women in public and political life, particularly in the lead-up to parliamentary elections in 2026:
