The European Commission (EC) is accepting proposals to contribute to strengthening the protection and respect for Human Rights, Democracy and fundamental freedoms in Angola, in situations where they are most at risk.
Objectives
- Taking into account the current national context, as well as the broad area that constitutes support for respect for Human Rights, the specific objective of this call for proposals is to support projects that aim to contribute to:
- Promote and protect the Rights of Children in situations of multiple vulnerability and victims of intersecting forms of discrimination.
- The budget covered by this call for proposals will be directed to support actions that will promote culture and education, Human Rights, constructive civic participation in development and the resolution of inequalities, in particular the priorities:
- Promotion of the Rights of the target group of Children with particular attention to the various causes of vulnerability and discrimination: abandoned children, homeless children, girls as a category with high vulnerability, children victims of illicit trafficking, in situations of socio-economic difficulties, outside the educational and social protection system, children who are victims of exploitation, victims of discrimination as ethnic minorities, children living with disabilities (physical and mental), in rural, urban and peri-urban areas of Angola;
- Empowerment of the beneficiary categories of the invitation and their representatives for advocacy, with the objective of implementing public, inclusive and integrated policies, at community and national level, to resolve the causes of vulnerability and discrimination that threaten the Rights of the Child.
- Strengthening capabilities to provide complementary services and support to ensure respect and promotion of Children’s Rights.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 776,575, to be financed in the budget of 2023 (EUR 211,575) and 2024 (EUR 565,000), subject to the availability of appropriations foreseen in the general budget of the European Union for mentioned periods.
- The contracting authority reserves the right not to allocate all available funds.
- Value of grants:
- Grants requested under this call for proposals cannot exceed the maximum amount indicated below and must fall between the following minimum and maximum amounts:
- minimum amount: 360,000 EUR
- maximum amount: 388,287 EUR

Duration
- The initial duration foreseen for an action cannot be less than 24 months nor exceed 48 months.
Types of Eligible Activities
- Advocacy, lobbying and development of strategies by civil society organizations and representatives of the categories subject to the invitation, at community and national level, to promote the development of public policies in the area of the Invitation
- Joint initiatives with public institutions, to improve and innovate the approach in terms services for the protection and promotion of Children’s Rights
- Support the collection of appropriate information, including statistical and research data, to enable decision-makers to formulate and implement appropriate policies. Promotion of consultation mechanisms between civil society and national or local public institutions;
- Actions to strengthen existing civil society platforms, networks and coalitions, including the construction of information sharing mechanisms;
- Educational actions on the Rights of the Child, especially targeting and involving young women and young men, including actions in partnership with educational institutions, community groups, sports, leisure, etc.
- Support the identification of support mechanisms for families and communities so that they can guarantee the well-being and development of children.
- Support actions to facilitate access to age-appropriate, comprehensive and scientifically accurate information on the Rights of the Child;
- Actions that can facilitate access to education for human rights and for groups that may have difficulty accessing it, including children out of school, migrants and refugees, people with disabilities, people from vulnerable socioeconomic groups;
Location
- The actions must be carried out in Angola
- Activities carried out in another country, namely exchange activities, exchange of experiences, joint interventions, international advocacy (e.g. at the UN or AU level) must be justified and must contribute to achieving the objectives of this call and benefit the target groups of the action.
Eligibility Criteria
- Main applicant
- To be eligible for the award of a grant, lead applicants must:
- Be a legal person, or an entity without legal personality, or a natural person
- Non-profit and
- Be a specific type of organization such as: non-governmental organization, public sector operator, local authority, international (intergovernmental) organization as defined in Article 156 of the EU Financial Regulation3
- Be established in Angola or in a 33 Member State of the European Union or any another country
- This obligation does not apply to international organizations
- be directly responsible, together with their co-applicant(s) and affiliated entity(ies), for the preparation and management of the action and not act as intermediaries;
- Co-applicants
- Co-applicants must participate in the design and implementation of the action and the costs they incur are eligible in the same way as the costs borne by the main applicant.
- Co-applicants must meet the same eligibility criteria as those applicable to the main applicant himself
- Co-applicants must sign the mandate form.
- Affiliated entities
- The main applicant and their co-applicant(s) may compete with affiliated entity(ies). Only the following entities may be considered entities affiliated with the primary applicant and/or co-applicant(s):
- Only entities that have a structural link with the applicants (i.e. the main applicant or a co-applicant), especially a legal or financial link.
- This structural link essentially includes two notions:
- Control on annual financial statements, consolidated financial statements and related reports of certain types of companies:
- Thus, entities affiliated with an applicant may be:
- Entities controlled directly or indirectly by the applicant (affiliates). They may also be entities controlled by an entity controlled by the applicant (sub-subsidiaries), the same applying to subsequent levels of control;
- Entities that control the applicant directly or indirectly (parent companies). In the same way, may be entities that control an entity that controls the applicant;
- Entities under the same direct or indirect control as the applicant (co-affiliates).
- Thus, entities affiliated with an applicant may be:
- Membership, i.e. the applicant is legally defined as, for example, a network, a federation, an association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. a network, a federation, an association, etc.) as the proposed affiliated entities.
- Control on annual financial statements, consolidated financial statements and related reports of certain types of companies:
- The main applicant and their co-applicant(s) may compete with affiliated entity(ies). Only the following entities may be considered entities affiliated with the primary applicant and/or co-applicant(s):
