UN Women Viet Nam calls for proposals from a local civil society organization to act as a responsible party to implement its registered interventions with men and boys in the Ending Violence against Women and Children Joint Programme to continue its efforts in working with men and boys in promotion of gender equality.
Priorities
The key priorities of UN Women in the 2022-2026 period are:
- People in Viet Nam, especially those at risk of being left behind, will benefit from and contribute to safer and cleaner environment resulting from Viet Nam’s effective and gender responsive mitigation and adaptation to climate change, disaster risk reduction and resilience building, promotion of circular economy, the provision of clean and renewable energy, and the sustainable management of natural resources;
- By 2026, people in Viet Nam, especially those at risk of being left behind, will contribute to and benefit equitably from more sustainable, inclusive and gender-responsive economic transformation based on innovation, entrepreneurship, enhanced productivity, competitiveness, and decent work;
- By 2026, people in Viet Nam, especially those at risk of being left behind, will have benefited from and have contributed to a more just, safe and inclusive society based on improved governance, more responsive institutions, strengthened rule of law and the protection of and respect for human rights, gender equality, and freedom from all forms of violence and discrimination in line with international standards.

The budget range for this proposal should be min 2,3248,000,000VND – max 2,789,760,000 VND
Outcomes
The JP programme covers four key outcomes to address the drivers and root causes of violence against women and children (VAWC) in the family, while acknowledging and linking to efforts to address both gender-based violence and violence against children more broadly as follows:
- Outcome 1: Evidence based laws and policies, increased resource allocation and strengthened coordination and accountability structures promoted and supported to prevent and respond to violence against women and children, in line with national and international standards and commitments
- Outcome 2: A strengthened and more effective multi-sectoral response (including systems, capacities, and service provision) delivers increased access to quality essential services for victims and survivors of violence.
- Outcome 3: More effective violence prevention, gender and social norm change promoted through innovative evidence-based communication, awareness raising, advocacy and community mobilization
- Outcome 4: Improved research, data collection and analysis and knowledge exchange inform evidence-based approach to prevent and respond to violence.
Competencies
- Technical/functional competencies required
- The RP should demonstrate relevant knowledge and experience:
- A non-governmental organization with valid registration in Viet Nam
- Specialized Knowledge in Gender equality and gender-based violence prevention and response
- At least 3 years of experience in working with men in promoting gender equality and gender-based violence prevention and response
- Experience in working for UN agencies/ major multilateral/ or bilateral programme
- Have related experience/ records to work with well-known national and international clients
- Possess strong and qualified team with the team composition is expected to include at least a team leader and team members as following:
- The team leader should have:
- Master degree with over 15 years of experience in gender and development, development studies, human rights or related fields.
- Minimum of 10 years relevant experience working in gender equality and ending GBV in Viet Nam
- Strong understanding and experience in men’s engagement in gender equality and GBV prevention and response
- A record of at least two previous projects with focus on men’s engagement and gender equality and gender-based violence prevention and response is advantage
- Good analysis, facilitation, and presentation skills
- Strong writing skills
- The team members should have:
- Bachelor degree (or equivalent) in gender and development, development studies, human rights or related field.
- Minimum of 5 years relevant experience conducting gender related studies and implementing project in Viet Nam
- Strong understanding on men’s engagement in gender equality and GBV prevention and response in Vietnam
- A record of at least one previous project with focus on men’s engagement and gender equality and gender-based violence prevention and response is advantage
- Good analysis, facilitation, and presentation skills
- The team leader should have:
- The RP should demonstrate relevant knowledge and experience:
- Other competencies, which while not required, can be an asset for the performance of services
