The City of Prijedor in partnership with the United Nations Development Program (UNDP) announces a public call for civil society organizations/non-governmental organizations to submit project proposals as part of the project regional program of local democracy in the western balkans (ReLOaD2).
The overall goal of the project is to strengthen participatory democracy and EU integration in the Western Balkans, by empowering civil society and encouraging young people to actively participate in the decision-making process, as well as improving the stimulating legal and financial environment for civil society.
The specific goal of the project is to strengthen partnerships between local authorities and civil society in the Western Balkans, by expanding the successful model of transparent project financing of CSOs (LOD methodology) from the budget of local self-government units, aimed at greater civic participation and youth participation in decision-making processes and improvement of service provision in local communities.
The members of the Partner Board of the ReLOaD2 project in Bosnia and Herzegovina are: The Delegation of the European Union to BiH, the Ministry of Justice of BiH, the Federal Ministry of Justice, the Ministry of Administration and Local Self-Government of the Republika Srpska, both entity associations of municipalities/municipalities and cities, a representative of civil society organizations elected from the Advisory Board and representative of the TACSO3 project in Bosnia and Herzegovina.
The following 13 local self-government units are partners of the ReLOaD2 project: Bihać, Center Sarajevo, Gacko, Goražde, City of East Sarajevo, Gradiška, Mostar, Novo Sarajevo, Prijedor, Prozor-Rama, Rudo, Ugljevik and Vitez.
General objective of the call for project proposals and priorities
The general goal of this call is to further strengthen partnership relations between civil society organizations and LGUs by building awareness of the usefulness of mutual cooperation and encouraging sustainable dialogue, all with the aim of providing better services to the local community.
Thematic areas, such as social services for the most vulnerable, social inclusion, gender equality, environmental protection, human rights and similar are in the focus of the ReLOaD2 project.
This is an opportunity to invite all civil society organizations (CSOs) from Bosnia and Herzegovina to submit project proposals that are in line with the city’s development goals, which are listed in the document Integral Strategy of the City of Prijedor for the period 2014-2024. year, from the following priority areas:
- Culture
- Improving the quality and availability of cultural content for all categories of the population through the promotion of various forms of culture, art, cultural and artistic amateurism and volunteerism;
- Projects that contribute to the stimulation of cultural and creative creativity in the territory of the city of Prijedor;
- Sport
- Improving the quality and availability of sports and recreational facilities for all categories of the population through the promotion and improvement of sports with an emphasis on the promotion of gender equality;
- Promotion of sports content for socially excluded categories of the population;
- Promotion, popularization and popularization of amateur sports;
- Support for young people
- Support for improving the position of young people through the organization of trainings/workshops aimed at their social and economic inclusion;
- Support for children and young people at risk of unwanted behavior, improvement of mental health of children and young people (counseling, psychosocial assistance, influence of social networks on young people, prevention of addiction of children and young people, etc.);
- Improvement of healthy lifestyles and activities for quality leisure time;
- Social protection and inclusion
- Providing assistance to the elderly and infirm by creating conditions for a better quality of life for the elderly;
- Support for projects aimed at sensitizing the public about violence (physical, psychological, virtual/ cyber), trauma and their consequences on the population with the aim of creating adequate support and prevention;
- Projects that contribute to improving the quality of life and support for persons with developmental disabilities, providing support for persons with developmental disabilities through the introduction of new technologies, methods and ways of working;
- Help and support for children and youth in risky behavior;
- Projects that contribute to improving the quality of life of people with disabilities through customized informal education;
- Projects that raise awareness of consumer rights and opportunities and counseling in the field of legal assistance;
- Ecology and environmental protection
- Projects that promote environmental protection, environmental protection and waste management;
- Projects that solve the problem of illegal landfills and raise awareness of the importance of municipal waste collection;
- Support for projects that raise awareness and sensitize the public about climate change and natural disasters.
Funding Information
- The value of project proposals to be awarded under this call must be between the following minimum and maximum amounts:
- Minimum amount: 10,000.00KM
- Maximum amount: 50,000.00 KM
- One civil society organization can submit several project proposals within one or more public calls, with the maximum monetary amount of funds that can be allocated for the implementation of projects to one civil society organization during the total duration of the ReLOaD2 project being KM 120,000.00.
- The grant awarded under this call can finance administrative costs (human resources, travel/ transport and office costs) in a maximum amount of up to 30% of the total budget. The amount of requested funds for the purchase of equipment and reconstruction may not exceed 30% of the total budget in cumulative amount, while the amount of requested funds for visibility costs may not exceed 5% of the total value of the budget.
- The duration of projects can be from 6 (six) to 10 (ten) months, in the period from May 2023 to February 2024.
Eligibility Criteria
- Participation in this public call is open, on equal grounds, to all formally registered CSOs (association/association or foundation), in accordance with the applicable legal regulations in Bosnia and Herzegovina.
- In order to apply for the public call, applicants must:
- Be a formally registered CSO in accordance with applicable legal regulations (association/association or foundation);
- Potential applicants they cannot participate in the call or receive grants if they do not submit a signed and scanned statement of eligibility (Annex 7) with the project proposal.
- This public call is not open to branches of foreign and international associations, foundations and other non-profit organizations registered and operating in Bosnia and Herzegovina.
- Applicants will be excluded from participation in the call or from the awarding of grants if, at the time of the call for submission of project proposals, they are:
- Subjects of conflict of interest (eg employees of partner LGUs who at the same time hold executive or managerial roles in CSOs);
- Provided false information or failed to provide necessary information;
- Tried to obtain confidential information, influenced the evaluation committee or the authorized party for contracts during the evaluation process of the call for submission of project proposals.
- Partner organizations
- Project partners can be: only other civil society organizations/non-governmental organizations. The applicant’s partners participate in the creation and implementation of the project, the same rules apply for partner organizations as for the costs of the project holder (applicant). Partner organizations must meet the same eligibility requirements as the applicant. If applying in partnership, the ” Applicant ” will be the lead organization, and if selected, as the contracting party (“Beneficiary”), will bear full legal and financial responsibilities for the execution of the project. The partnership statement must be filled in correctly and form an integral part of the application.
