The United Nations Development Program (UNDP) has announced a call for proposals to select partners (Civil Society Organizations) with a view to supporting the efforts of the Malian authorities, the populations, and the media with a view to establishing a conducive framework for Elections, Peaceful, Credible and Fair.

This call for projects/proposals procedure is particularly linked to the UNDP/PAREM project “Prevention of electoral violence and strengthening of democratic governance in Mali”. The overall objective of the project is to contribute to strengthening national capacities in the prevention of electoral violence through an improvement in the environment for political dialogue as well as the capacity to identify and address the risks of electoral violence in a preemptive manner.
Objectives
- Overall objective(s): prevention of electoral violence and democratic governance through the creation of a peaceful social environment in the regions, districts, circles and communes of Mali
- Specific objectives:
- To achieve this overall objective, CSOs must achieve the following specific objectives:
- Strengthen dialogue and consultation between CSOs, the media, electoral administration and security forces to encourage and guarantee confidence during the elections;
- Contribute to the establishment of a consensual framework for monitoring the risks of conflict and violence in the electoral process in Mali;
- Support the development and development of a global framework for response modalities to threats of election-related violence during electoral periods allowing the documentation and perception of their impact on the ground;
- Train the CSOs, political parties signatories to the code of good conduct, electoral security actors as well as administrative authorities in order to strengthen their specific role of conflict prevention and mediation during electoral processes;
- Carry out awareness campaigns and popularization of information messages on the electoral process by CSOs and especially the media.
- To achieve this overall objective, CSOs must achieve the following specific objectives:
Funding Information
- The amounts of the offers must represent either a minimum of 24,767.638 USD, or fifteen million (15,000,000 ) FCFA for direct interventions in a single locality or region, activity or geographical area, and a maximum of 49,535.276 USD, or thirty million ( 30,000,000) of CFA francs ; or 495,352.765 USD (three hundred million (300,000,000) FCFA ) for direct interventions in several regions, activities or geographical areas within the same country, as declared in the terms of reference.
- The amount required in the offer must correspond to the administrative and financial management capabilities of the organization. In principle, the project does not last more than six (06) months.
Expected Results
- The expected results of the mission of the selected CSOs include the following:
- Dialogue and consultation between CSOs, the media, electoral administration and security forces are strengthened to encourage confidence during the elections;
- A consensual framework for monitoring the risks of conflict and violence in the electoral process has been put in place in Mali;
- A global framework of response modalities to threats of violence linked to elections during electoral periods allowing the documentation and perception of their impact on the ground is developed and put in place.
Activities
- CSOs will carry out the following activities:
- Strengthen dialogue and consultation between CSOs, the media, electoral administration and security forces to encourage confidence during the elections:
- Organize ten (10) workshops to develop a review of joint indicators on the risks of electoral violence, including indicators specific to violence against women, in order to develop a joint monitoring and analysis framework adapted to elections
- Support the development and development of a global framework for response modalities to threats of election-related violence during electoral periods allowing the documentation and perception of their impact on the ground;
- Organize 03 meetings for exchanges and dialogue ahead of the elections between the authorities in charge of electoral administration, the political parties signatories of the code of good conduct and the representatives of the populations (young people, women, displaced people, mayors of the communes, leaders traditional and religious) at the regional level. These sessions will aim to update participants on the evolution of the electoral process, to facilitate a peaceful dialogue on the controversies and fears of the participants, and to collect the recommendations and demands of the participants.
- Train CSOs, political parties signatories to the code of good conduct and electoral security actors in order to strengthen their specific role of conflict prevention and mediation during electoral processes;
- Support the organization of 12 training courses for administrative authorities on the prevention of electoral violence and the security of elections in Mali;
- Support and train (12 training courses including 10 in the region) women’s election monitoring organizations (pre-campaigns and electoral campaigns) on human rights and measures to mitigate electoral violence, including a training/coaching program for women leaders in political participation.
- Organize 12 training courses for youth and women’s movements affiliated with political parties of all tendencies (notably the parties having participated in the last municipal and legislative elections and those signatories of the code of good conduct) on electoral processes and the management of electoral disputes to promote their participation and involvement in dialogue and non-violent actions and the creation of a climate of trust.
- Implementation of awareness campaigns and popularization of information messages on the electoral process by CSOs and especially the media;
- the development of communication and awareness-raising materials on the electoral process and the rights and duties of voters, in particular radio spots (12), cultural and educational programs (10) and (5) newspaper inserts produced and distributed;
- Organize a regional poster campaign and community radio broadcasts (16) implemented.
- Report on the functioning and results of committees and dialogue platforms (produce periodic activity reports).
- Strengthen dialogue and consultation between CSOs, the media, electoral administration and security forces to encourage confidence during the elections:
Eligibility Criteria
- The parameters that will determine whether a non-governmental organization (NGO) is eligible by UNDP will be based on the NGO’s information request template. Furthermore, only NGOs included in the UNDP database (ROSTER) are eligible. NGOs that have already submitted the information requested in the request for information should not resubmit it.
- CSOs submitting this call for expressions of interest must:
- Be officially recognized;
- Have managers and teams with good morals;
- Having representation in the region where the activities are implemented and/or having already worked there will be an important asset;
- Demonstrate successful experiences in terms of technical and organizational support to grassroots communities (particularly those in project target areas);
- Demonstrate successful experiences in the areas of national reconciliation, social cohesion, the participatory/inclusive approach, as well as community recovery;
- Specify the references of these different experiences and the key players;
- Have a good knowledge of the intervention area;
- Have a multidisciplinary team of professionals in the targeted field;
- Have and demonstrate great operational capacity in the field;
- Be available immediately.
