The United Nations Development Programme (UNDP) is seeking proposals from Civil Society Organizations (CSOs), including CBOs, and NGOs for a Low value Grant to establish a Justice Confidence Centre and provide Legal Aid services to Refugees, Returnees, IDPs and SGV Survivors in Aweil North, Aweil West, and Aweil East Counties.
UNDP’s Access to Justice, Security and Human Rights Strengthening Programme seeks to meet the needs of the returnees, IDPs and host communities provides linkages between justice providers and communities through various activities including capacity strengthening of the justice chain institutions, awareness raising on constitutional and legal rights, support to community security initiatives, and strengthening of coordination of the rule law actors through the flagship monthly rule of law forums. The programme enables access to justice to especially GBV survivors, vulnerable persons including women and girls, IDPs, returnees, and refugees by extending Low Value Grants (LVGs) to Civil Society Organizations (CSOs) Community Based Organizations (CBOs)to establish Justice Confidence Centers (JCCs) to provide legal representation, legal advice, and legal counselling to vulnerable persons.
Objectives and Expected Outputs/Deliverables
- The programme thus seeks a competent and reputable CSO, National Non-Governmental Organization and CBO to establish a Justice Confidence Centre in Aweil West for a period of eight months. The expected results will include the following.
- Establish and (or where they are established) operationalize 1 justice and Confidence Centre (JCC), that is easily accessible to the vulnerable persons including women, girls, refugees, returnees and IDPs.
- Deliver legal advice and legal representation for a minimum of 500 beneficiaries especially returnees, refugees, and IDPs and host community experiencing GBV, Housing, Land and Property, and Documentation related challenges in Aweil North and Aweil East Counties.
- Provide psychosocial support and counselling to a minimum of 500 vulnerable persons 60% refugees, returnees and IDPs with at least 51% female beneficiaries.
- Implement legal awareness programs through the JCC utilizing diverse mediums such as training sessions, radio broadcasts, public meetings, and other media engagements reaching a minimum of 100,000 individuals 20% refugees, returnees and IDPs disaggregated by 51% Females.
- 20% Increase in cases/disputes being resolved amicably through mediation, negotiation, and legal representation.
- Support/facilitate beneficiaries of legal aid to attend court sessions.
- Submit monthly reports, or more frequently if necessary, containing accurately documented information on implemented activities and specific results achieved in alignment with the outlined objectives.
Funding Information
- The budget should be detailed, complete, rational, and realistic, and must not exceed the equivalent of USD 30,000.
Duration
- The Project duration is 12 months.
Eligibility Criteria
- The CSO must meet the following criteria to be eligible for selection:
- Be legally registered as NGO/CSO/CBO with the Ministry of Justice and Constitutional Affairs and in possession of a valid registration certificate.
- Demonstrate prior experience in successfully implementing projects, specifically those related to legal aid provision, education, paralegal training.
- Possess sufficient human resources, expertise, and infrastructure to not only initiate but also sustain the provision of legal aid effectively.
- Demonstrate technical, operational, and financial capability to effectively implement projects in the proposed locations.
- Mandate and founding document should be in line with the activities for which the fund is being sought.
- Have an established office, presence, and experience in implementing similar/related activities.
- Having functional presence of at least two years in the areas of implementation.
