Call for Proposals to support Cultural and Creative Industries in Morocco

The European Commission is accepting proposals to contribute to the support and development of creative entrepreneurship in Morocco, and to the creation of jobs in this sector.

The program understands by sectors of culture and creation, “all sectors whose activities are based on the creation of cultural values and/or on artistic expressions and other individual or collective creative expressions”, whether they are commercial or not, regardless of the type of structure that carries them out.

Cultural industries are “industries that produce and distribute goods or services considered at the time of their design as having a specific quality, use or purpose that embodies or conveys cultural expressions, regardless of the commercial value that these goods or services may have”.

As part of the Morocco-EU program “Support for creative and cultural industries in Morocco” of which this call is part, cultural industries include:

• Visual arts (photography, painting, sculpture, installation etc.),
• Cultural heritage in all its components (tangible, intangible, religious, natural) (including: museums, interpretation centres, archives, etc.)
• Cinema and audiovisual (including films, videos, television and radio)
• Video games
• New media, (digital media)
• Music, – Books and publishing
• Craftsmanship
• Architecture,
• Design (fashion, interior design, graphic design),
• Advertising.

Program Objectives and Priorities

• The specific objective of this call for proposals is: the management of Judeo-Moroccan cultural spaces and the promotion of cultural diversity in connection with the preservation and enhancement of the tangible and intangible Judeo-Moroccan heritage in Morocco.
• The action will contribute to the development of a creative ecosystem in the country through concrete and driving initiatives.
• Indirectly, the action will contribute to developing a local cultural and creative offer based on the diversity and cultural resources of the territories.
• This call for projects also wishes to encourage cross-sector collaborations within CCIs and CCI – digital industry partnerships.
• The priority of this call for proposals is to support concrete and driving initiatives in the field of tangible and intangible Judeo-Moroccan cultural heritage. In particular:
  • The protection, restoration and enhancement of cultural and heritage spaces.
  • The management of cultural spaces.
  • The promotion of cultural diversity in Morocco.

Funding Information

• The overall indicative amount made available under this call for proposals is EUR 3,000,000.
• Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
  • Minimum amount: EUR 1,300,000
  • Maximum amount: EUR 1,500,000

Duration

• The initial planned duration of an action may not be less than 36 months nor exceed 48 months.

Place of Performance

• The actions must be implemented in Morocco.

Eligibility Criteria

• Lead Applicant
  • To be eligible for a grant, the lead applicant must:
    • be a legal person;
    • be established in Morocco or in a Member State of the European Union or the other eligible countries as indicated in the NDICI;
    • belong to one of the following categories of organizations: association including foundation professional association, university, research centre, public sector operator;
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity(ies) and not act as an intermediary;and
    • have regularly carried out activities in the field of protection and enhancement of Moroccan heritage and/or promotion of cultural diversity in Morocco and more specifically in the fields of intervention covered by this call.
• Co-applicant(s)
  • Co-applicants take part in drawing up and implementing the action and the costs they incur are eligible in the same way as those borne by the lead applicant.
  • Co-applicants must meet the same eligibility criteria as apply to the lead applicant itself.
  • If the grant is awarded to them, any co-applicants become beneficiaries within the framework of the action (with the coordinator).
  • Co-applicants must sign the mandate forms.
• Affiliated entities
  • The lead applicant and its co-applicant(s) may act with one or more affiliated entities.
  • Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
  • This structural link mainly encompasses two notions:
    • Control, within the meaning of Directive 2013/34/EU on annual financial statements, consolidated financial statements and related reports of certain types of undertakings.
    • Entities affiliated with an applicant can therefore be:
      • entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries). This is valid for the other control levels;
      • entities directly or indirectly controlling the applicant (parent companies). Similarly, they may be entities controlling a company controlling the applicant;
      • entities with the same level of direct or indirect control as the applicant (sister companies).
    • Membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity ( for example, a network, a federation or an association,) than the proposed affiliated entity.
