The United Nations Development Programme, with the support of the Government of Japan, has launched the project Promoting Inclusive Recovery for Resilience and Human Security in Ukraine
This Call for Proposals (CFP) is administered by the UNDP projects “Promoting Inclusive Recovery for Resilience and Human Security in Ukraine” and “Supporting Civil Society and Youth”, which are implemented within the framework of the UNDP Democratic Governance and Inclusive Social Development Programme.
Through this Programme, UNDP supports the Government, civil society and the people of Ukraine in implementing democratic policies and practices necessary to accelerate sustainable human development. This includes: protecting human rights and ensuring gender equality, promoting active civic participation, strengthening social cohesion, supporting anti-corruption efforts, ensuring that every citizen of Ukraine can defend their rights, strengthening parliament and empowering civil society and youth activists.
Objectives
- Through this call for grant proposals, UNDP aims to achieve the following objectives:
- UNDP seeks to engage civil society organizations in addressing human rights challenges in Ukraine and strengthen the capacity of national actors to conduct evidence-based investigations into human rights violations, war crimes and conflict-related crimes, including crimes of war-related sexual violence (WRSV), and property losses.
- This invitation also aims to support the provision of legal services to war-affected populations and promote transparency and accountability in the justice system.
- In addition, UNDP seeks to identify and engage experienced civil society organizations to implement initiatives aimed at strengthening social cohesion, enhancing civic participation, and improving state response through the development and implementation of comprehensive communication strategies.
Types of Lots
- Lot 1: Strengthen the capacity of national actors to investigate and prosecute cases of human rights violations, war crimes, crimes against persons who have experienced conflict-related sexual violence (CRSV), based on evidence.
- Lot 2: Strengthening the capacity of national justice system actors to provide services to war-affected populations and monitoring transparency and accountability to ensure access to justice.
- Lot 3: Strengthening social cohesion through strategic communications
- Lot 4: Strengthening the practice of providing social, medical, inclusive education, rehabilitation and assistive technology services at the community level for the war-affected population, including victims of explosive ordnance (EOD), persons with disabilities and veterans, within the framework of the Model for organizing assistance to individuals and communities affected by EOD in Ukraine.
Funding Information
- Lots 1 and 2: up to $100,000.
- Lot 3: up to $75,000.
- Lot 4: up to 50,000 USD
Eligible Costs
- Eligible costs must:
- be necessary for the implementation of activities within the project;
- be experienced by the applicant during the project implementation period;
- comply with the principles of sound financial management, such as price-quality ratio and cost-effectiveness;
- be properly recorded, identified and verified, and be accompanied by supporting documents.
- employee salaries and expert fees;
- communication and information services;
- procurement of advisory services and conclusion of contracts, provided that they are appropriate for achieving the project’s objectives and tasks;
- procurement of equipment for the provision of emergency medical care, medical services, telemedicine, rehabilitation, psychological support, provision of social services, prosthetic workshops, inclusive education institutions, accessible sports, leisure and culture;
- procurement of vehicles for providing emergency medical care, mobile rehabilitation and social services;
- purchasing equipment and carrying out minor repairs to ensure accessibility and barrier-free access to public places, administrative buildings and services;
- purchase of assistive devices and prostheses;
- rent, meals and other services provided by the project activities;
- printing and copying;
- costs for creating audio, video:
- placement and promotion in the media:
- utilities;
- consumables and resources;
- travel expenses (provided that the travel complies with UNDP internal regulations).
Ineligible Costs
- The grant does not cover the following costs:
- costs of preparing a grant application for the implementation of the project;
- scientific research;
- payment of debts;
- currency exchange losses.
Eligibility Criteria
- The competition does not provide grants to for-profit organizations, political parties, state authorities, local governments, religious communities, and private (individual) individuals and entrepreneurs.
- For lots 1, 2 and 4:
- Non-governmental public or charitable organizations, public unions or associations of CSOs/NGOs that have been officially registered in Ukraine for at least one year and/or have proven experience in implementing similar projects with the support of international donors or technical assistance projects can participate in the competition.
- For lot 3:
- Have the status of a non-governmental public or charitable organization, public association or association of CSOs/NGOs, officially registered in Ukraine for at least four years. In order to be considered for funding, an application must be submitted by an organization that:
- has at least four years of active experience;
- has proven experience in cooperation with international donors, proper project implementation and reporting.
- Organizations eligible to participate:
- The criteria that will determine whether a civil society organization is eligible for UNDP funding will be based on the CACHE Capacity Assessment Checklist.
