The United Nations Development Program in Bosnia and Herzegovina (UNDP BiH) announces the first public call for civil society organizations from Bosnia and Herzegovina within the project “Improving the capacity of law enforcement agencies in the field of small arms and light weapons” (eng. Law Enforcement Agencies’ Development in Small Arms and Light Weapon’s Control – LEAD) financed by the Multilateral Partnership Fund, which consists of donors from the governments of the Federal Republic of Germany, the Kingdom of Sweden, the Kingdom of the Netherlands, the United Kingdom, the Republic of France, and the Kingdom of Norway with the support of the European Union.
The aim of this call is to involve civil society organizations and develop partnerships with competent institutions in BiH with the aim of joint work on the problem of small arms and light weapons (SALW) in illegal possession, responsible ownership of legal weapons and the negative effects of illegal and legal weapons on society, family and especially risk groups, such as young people, women and children.
The LEAD project aims to strengthen the capacity and engagement of the relevant competent institutions and civil society in Bosnia and Herzegovina (BiH), as well as to strengthen inter-agency and cross-border cooperation for the implementation of the Strategy for the Control of Small Arms and Light Weapons in BiH and the Roadmap for a Sustainable Solution to Suppression illegal possession, misuse and trafficking of small arms and light weapons, firearms and related ammunition in the Western Balkans until 2024.
Objectives of the Public Call
- The goal of this activity is to involve civil society organizations and develop partnerships with competent institutions in BiH with the aim of joint work on the problem of small arms and light weapons in illegal possession, responsible ownership of legal weapons and the negative effects of illegal and legal weapons on society, families and especially at-risk groups, such as youth, women and children. Furthermore, the goal of this call is to encourage civil society organizations to continue cooperation and communication with competent institutions and their active participation in all processes, including the processes of passing legal and by-laws and relevant strategic documents.
- From civil society organizations that will be supported through this project are expected to be trained to carry out extensive analyzes of social phenomena such as femicide, suicides, domestic violence and overall increasing violence and to, as a result of relevant analyses, create and implement activities as their response to these social phenomena.
- Strengthening cooperation with civil society organizations is one of the goals defined in the Strategy for the Control of Small Arms and Light Weapons in Bosnia and Herzegovina, that is, the Action Plan of the Strategy, specifically Activity 4.1.3. which aims to promote the Strategy in the non- governmental sector and cooperate with civil society organizations that play a key role in supporting the work of competent institutions and agencies in the fight against the illegal spread of small arms and light weapons and promoting responsible ownership of legal weapons.
- By providing financial support to organizations, this activity will improve the environment for civil society in BiH in accordance with the recommendation given in the latest EU report. Selected CSO projects will focus on specific target groups that have the potential to increase the impact of the initiatives, such as journalists, gender equality organizations, youth and young CSO activists, social science students and young professionals, young activists or leaders of political parties and, if possible, actors at the local community level who can have specific influence in their localities. This approach will lay the foundations for a longer-term impact on wider segments of society. The project will prioritize the engagement of young women and men in program interventions to promote inclusive, sustainable solutions on the ground.
Funding Information
- The amount of funding for project proposals selected under this call will be divided into two classes:
- The first class consists of projects with a minimum value of 9,000 BAM to 27,000 BAM, which are evaluated in the evaluation table with a minimum of 550 points.
- The second class consists of projects worth more than 27,000 BAM and up to a maximum of 63,000 BAM, which are evaluated in the evaluation table with a minimum of 750 points.
- The duration of the proposed project is from 6 to 12 months, from June 2024 to July 2025.
Eligibility Criteria
- Entities that can apply for grants are:
- associations that bring together victims of violence with small and light weapons, including victims of domestic violence and their families, and whose goal is to protect and promote the rights and interests of these groups (appropriately legally registered);
- civil society organizations and other non-profit entities, including professional associations, which deal with the promotion and protection of victims and their rights, human rights, providing psychosocial support and free legal aid;
- academic, research, scientific, sports and other organizations and institutions whose activities contribute to the general safety of the community.
- Candidates can apply independently or in partnership with other civil society organizations. One and the same applicant can be a leading civil society organization in a maximum of one project and at the same time a partner organization in another project, with an assessment of human and technical capacities for implementing the proposed project activities in the public call.
