The UN Women Bangladesh, funded by the EU, seeks a CSO to implement Outcome 2 of the project – Ending Sexual and Gender-Based Violence in Public Spaces, workplace and educational institutions.
The project strengthens institutional mechanisms in workplaces, educational institutions, and public spaces to prevent and respond to violence against women. It promotes evidence-based prevention to transform institutional norms and practices.
Strategic Interventions
- The project will implement the following strategic interventions by engaging diverse stakeholders at the national and local levels (district, upazila and unions):
- Strategic approach for capacity development process and resource materials:
- The RP will lead the development and implementation of a comprehensive capacity development plan. This will entail adoption and localization of the global modules on VAW prevention programming to support capacity development of national stakeholders. The suggested modules include the RESPECT framework, Whole of School (WOS) Approach toolkit, Change-maker toolkit, Women’s Safety Audit toolkit, feminist leadership to transform social norms, to facilitate capacity development of a cross-section of project stakeholders.
- Advocacy for legislative and policy changes at the national level on SH Prevention and Protection in relation with workplace, education institutions and public transport sector:
- The RP will collaborate with other partners of UN Women to advocate jointly for legislative changes and enactment of a new law on Sexual Harassment Prevention and Protection Bill and subsequent rules; and contribute to the evidence-based policy advocacy on GBV related laws with the government.
- Implement the Whole-Of-School Approach to prevent SGBV in tertiary educational institutions:
- The project will work with the University Grants Commission and with minimum five (5) universitiesto strengthen knowledge and skills of relevant project participants on a whole-of-school approach9 which requires multi-pronged interventions to prevent SGBV on campus.
- Implement the transformative social norms and institutional practices and generate evidence on what works to prevent violence against women
- With support from UN Women, the RP will engage with relevant government ministries such as national women machinary (for workplace), BRTA and relevant departments (transport sector) and UGC and selected university authority ( tertiary educational institutions) to develop social norm change strategies, and tools through participatory approaches to influence positive change within the tertiary educational institutions (universities), workplaces, communal spaces (including digital spaces where interactions occur), and public transport to make them safer, more respectful, and more empowering for women.
- Strategic approach for capacity development process and resource materials:
Description of required services/results
- The RP will coordinate with the government, non-government and women’s rights/led organizations and CSO coalition for implementation of the abovementioned strategic interventions and generate evidence throughout the project implementation. The RP is encouraged to propose additional activities as required and also suggest measures for sustainability of the project interventions.
- Project Outcome 2: University Grants Commission, selected tertiary educational institutions, and public sector workplaces in Bangladesh have improved attitudes and behaviour to prevent sexual and gender-based violence in public spaces, at workplaces and in tertiary educational institutions.
- Project Output 2.1 University Grants Commission (UGC) and the tertiary educational institutions have strengthened capacities to adapt, implement and monitor the whole-of-school approach to prevent SGBV and encourage attitudes, behaviour and norm change.
- Output 2.2: The government and public institutions (such as Bangladesh Roads and Transport Authorities (BRTA) and the national women machinery) have strengthened capacities to implement SGBV prevention initiatives at workplace and public spaces, including public transport.
Funding Information
- The budget ranges from BDT 78,000,000 to 80,000,000.
Timeframe
- UN Women has started the implementation of the ESGBV project from 1 October 2024 which is a 48-month project. The RP who is responsible for implementation of Outcome 2, will implement for 35 months starting from 1 July 2025 until 30 May 2028.
Eligibility Criteria
- Proposals can only be submitted by non-governmental organizations registered in Bangladesh.
- The organization can submit the proposal as an individual entity or as a consortium. For a consortium, there must be a lead agency, and all other participating agencies must comply with eligibility criteria.
- The organization should have been in operation for at least 10 years, with 5 years relevant experience to work on prevention and response to gender-based violence/violence against women and girls, social norm change and promotion of gender equality and women empowerment.
- The organization should have experience working with national and local government, local administration, especially the Ministry of Women and Children affairs, the Department of Women Affairs (DWA), Ministry of Local Government and the Ministry of Law, Justice and Parliamentary Affairs.
- The organization should have past partnership with the stakeholders in education sector, public transport sector and experience to work on public place safety.
- Technical/functional competencies required
- Proven technical competencies in prevention and response to gender-based violence (GBV) and women’s empowerment.
- Proven organizational experiences in building partnerships with educational institutions, women led organizations, other CSOs, government, ministries and departments and other non-traditional partners and lead the coalition.
- Proven organizational experience in law reform advocacy, partnership and coordination
- Demonstrates commitment to working with women and girls that are economically, politically, socially, culturally, or otherwise excluded, marginalized, and/or disempowered.
- Demonstrable experience in designing and applying feminist and intersectional approaches in social norm change interventions.
- Experience in planning, designing and implementing Social Behavioural Change Communication (SBCC) campaign, lead the campaign engaging government, non-government organizations and youth on social norms and for GBV prevention.
- Technical capacity to conduct or support in conduction of the research and in formulating result-oriented programmes, monitoring programme based on indicators and quality reporting.
