UN Women is pleased to announce its call for proposals aimed at increasing the capacity of local universities, research organizations and CSOs to collect, analyse and use gender data from various sources and translate it into advocacy campaigns, evidence-based actions and policy recommendations.
To capacitate on the one hand CSOs in data collection, analysis and interpretation, and on the other hand, academic and research institutions in TUS data analysis, UN Women seeks for a partner research organization. Research organizations based in Georgia with proven experience of working on gender data and analysis are encouraged to submit proposals.
Programme Components
- Component 1: Enhancing CSOs gender data literacy.
- Component 2: Enhancing research capacity to explore time use data.
Objectives
- UN Women is seeking to engage a research organization which will contribute to the achievement of following results:
- To capacitate CSOs to collect and analyze gender data and transform its findings in key messages for advocacy campaign and policy recommendations.
- To capacitate local researchers in analyzing TUS survey data and produce thematic issues and/or policy papers based on GTUS data.
- For the first component, the selected responsible party is expected to deliver on the following objectives:
- To develop a curriculum targeted at the needs of CSOs and consisting of at least the following modules: Overview of research methods: differences between qualitative and quantitative approaches 2. Quantitative methods: how to read, analyze and use existing gender statistics, including but not limited to official gender statistics 3. Qualitative methods: how to design, conduct and analyze qualitative studies, with a special focus on participatory methods and LNOB groups. 4. How to write a convincing thematic policy brief (structure, quality criteria, etc.). The content and materials of the modules as well as trainers should be agreed with UN Women.
- To design and announce an open call for CSOs working on gender equality issues in Georgia, that want to strengthen their data analysis and research capacities, with a special focus on CSOs based in regions and working for LNOB groups.
- To organize at least 5 training sessions for selected grantees.
- To issue small grants to at least 5 CSOs to implement small scale studies (with as special focus on LNOB groups) and provide mentorship to carry out data collection, analysis, and report writing;
- To provide technical expertise and mentorship to the selected CSOs to develop conscious policy briefs based on their research findings.
- To organize at least one events to present and discuss final results of studies.
- To partner with local media and develop at least 5 data blogs to spotlight the key achievements of CSO’s component;
- The selected responsible party is expected to produce the following deliverables:
- Deliverable 1: The training curriculum for capacity development of CSOs in research methods developed.
- Deliverable 2: At least 20 CSOs, out of which at least 10 regions based CSOs selected. The open call will be designed and announced jointly with UN Women.
- Deliverables 3: at least 5 training sessions delivered, and training reports submitted.
- Deliverable 3: At least 5 research projects funded, and mentorship provided to CSOs throughout the whole process including fine-tuning design of the study, developing research instruments, ensuring ethical data collection, data analysis and reporting/write up.
- Deliverable 4: At least five thematic issues or policy briefs on gender equality topics developed.
- Deliverables 5: One workshop organized to present and discuss the research findings.
- For the second component, the selected responsible party is expected to deliver on the following objectives:
- Together with UN Women identify an international expert in TUS data analysis and bring her/him to Tbilisi and organize at least 3-day training for local researchers (including their own staff members) on TUS data analysis. Out of three days one day should be devoted to use of TUS data for gender-sensitive policymaking, while other days should be devoted to technical training in data analysis using SPSS or STATA.
- To announce open call for local researchers on developing policy papers/briefs based on GTUS data and select 5-10 researchers in coordination with UN Women;
- Together with the international expert provide mentorship to selected researchers and ensure that at least 5 relevant and quality thematic issues or policy briefs are developed that can used as an evidence for gender responsive and transformative policy making in different areas;
- Organize one day workshop to present and discuss research findings;
- To partner with local media and develop at least 5 data blogs on gender equality issues using GTUS data;
- The selected responsible party is expected to produce the following deliverables:
- Deliverable 1: International expert identified and agreed with UN Women.
- Deliverable 2: Local researchers identified (at least 20) and pre-training induction sessions organized. The open call will be designed and announced jointly with UN Women.
- Deliverables 3: At least 3-day training organized, led by international expert on TUS data linkages to gender responsive policy making and TUS data analysis using SPSS or STATA.
- Deliverable 4: at least 5 research projects selected and funded, and together with the international expert and UN Women provide mentorship to selected researchers throughout the whole process of GTUS data analysis and developing policy papers/briefs.
- Deliverable 5: at least 5 data blogs using GTUS data are developed and published in local media outlets and at least 5 policy papers using GTUS data are finalized and published.
- Deliverables 6: one workshop organised to present and discuss the policy briefs
Funding Information
- The budget range for this proposal should from 70,000 to 90,000 USD equivalent in GEL.
- Timeframe: 16 months, June 01,2024 – September 30, 2025
Expected Results
- Expected results are as follows:
- Component 1: Enhancing CSOs gender data literacy.
- Selected research organization is expected to launch a call and identify CSOs working on gender equality issues in Georgia who are interested in further developing their data collection, analysis and writing skills. The vendor is expected to design and deliver series of trainings with a special focus on quantitative, qualitative and participatory research methods. At least 5 CSOs will be selected and awarded small grants for designing and implementing their own research on a topic selected by them. The grantees will be offered mentorship during the entire process to ensure the quality of the research and their outcome – policy briefs.
- Component 2: Enhancing research capacity to explore time use data.
- Selected research organization is expected to identify researchers, to be trained in TUS data analysis with participation of an international expert. The ToR of international expert will be developed and agreed with with UN Women. The international expert will be leading the introductory training on TUS for gender sensitive policy making, followed by a technical training/workshop on conducting data analysis using Georgia TUS data in SPSS, STATA or any other statistical software. The organization is expected to select five to ten researchers through an open call, who would be given small allowances/honoraria to develop thematic policy briefs based on GTUS data. The organization, together with international expert and UN Women are expected to ensure the quality of the final briefs, including data analysis accuracy. In addition, the organization is expected to produce at least 5 data blogs using GTUS data and partner with media on their dissemination.
- Component 1: Enhancing CSOs gender data literacy.
Eligibility Criteria
- Technical/functional competencies required
- Requirements for the research organization
- An officially registered (at least ten years) research organization in Georgia (Registration Certificate to be provided);
- General Organizational Capacity (minimum staffing and structure of the organization) which is likely to affect the implementation: organization can demonstrate that it has already developed and implemented similar projects;
- Established quality assurance procedures;
- At least 8 years of proven experience and results in working on issues related to gender equality and women’s empowerment;
- At least 8 years of proven experience and results analyzing complex datasets;
- At least three implemented research projects using quantitative and qualitative and participatory research methods (references to be provided);
- At least 5 years of experience in producing academic papers, blogs and policy briefs on various topics, including gender equality issues (at least 3 samples of published work to be provided);
- Experience in delivering trainings in research methods;
- Requirements for team leader for the first component:
- At least Master’s Degree in Gender Studies, Sociology, Law or related field;
- At least 7 years’ experience in teaching research methods: both qualitative and quantitative;
- At least 5 years’ experience in designing and implementing qualitative research projects;
- Experience in leading research projects on gender equality issues and LNOB groups;
- Proven experience of developing research reports and policy papers (at least 3 samples of published work to be provided).
- Requirements for team leader for the second component:
- At least Master’s Degree in Statistics, Sociology, Gender studies or related field;
- At least 7 years’ experience analyzing complex quantitative data in STATA and SPSS;
- At least 3 years of teaching experience of statistics or quantitative analysis;
- Experience in leading research projects on gender equality issues;
- Proven experience of developing research report and policy papers (at least 3 samples of published work to be provided).
- Requirements for the research organization
- Other competencies, which while not required, can be an asset for the performance of services
- Experience in working with CSOs will be an asset.
- Experience of issuing small grants to researchers and their mentorship will be an asset.
- Having a gender expert in team will be an asset.
- Previous working experience with development agencies and/or the United Nations will be an asset.
