The United Nations Environment Programme is implementing the Global Programme for Sustainable Mobility which aims to support a transition to low- and zero-emission sustainable mobility in low- and middle-income countries (LMICs), while also providing global-level advocacy and technical support.
The programme seeks to mitigate greenhouse gas (GHG) emissions from the transport sector, improve air quality, and promote gender inclusion and other social co-benefits. To realize this overarching goal, UNEP is supporting countries and cities to develop and implement comprehensive low- and zero-emission transport policies and strategies, conduct training and sharing of best practices, establish financing mechanisms and invest in pilot demonstration projects.
Objective
- UNEPs Sustainable Mobility Unit (SMU), under the Industry and Economy Division is inviting not-for-profit organizations with demonstrated experience to apply for the SMU roster of implementing partners for the delivery of project activities under UNEPs Sustainable Mobility Programme across Africa, Asia Pacific, Latin America and the Caribbean, and Eastern Europe, West and Central Asia Regions. This call represents the first phase in a two-phased process aimed at identifying and pre-qualifying regional implementing partners. The objective of this initial phase is to build a roster or database of eligible organizations, which may subsequently be invited to respond to more detailed and targeted Expressions of Interest. Subsequent engagements will be based on specific needs and defined scopes of work, which will be outlined during the second phase. Organizations should note that budgets will vary depending on the nature and complexity of each assignment, and budgetary details will only be provided once a specific scope of work is developed and shared under future Expression of Interest.
Expected Outcomes
- The programme is structured around four core outcomes:
- Sub-regions/countries develop policies or other measures to prioritize active mobility;
- Sub-regions/countries develop policies on cleaner fuels and vehicles, including emission standards, used vehicle regulations, and green freight strategies;
- Sub-regions/countries establish policy and financing frameworks for electric mobility, including used electric vehicles, battery end-of-life management, and circular economy approaches;
- Sub-regions/countries formulate policies and measures to support digitalization, transport integration, and address emerging mobility issues.
Eligibility Criteria
- Eligible entities include non-governmental organizations (NGOs), community-based organizations, foundations, think tanks, research institutes, and academic institutions engaged in sustainable mobility and related fields. For work at the global level, applicants with demonstrated experience in research & analysis, policy development, advocacy & campaigning and communications are strongly encouraged to apply.
- This call is open to international and national not-for-profit entities operating at global level or in countries across Africa, Asia Pacific, Latin America and the Caribbean, and Eastern Europe, West and Central Asia Regions. Eligible entities include non-governmental organizations (NGOs), community-based organizations, foundations, think tanks, research institutes, and academic institutions engaged in sustainable mobility and related fields.
- Proven experience in designing and implementing sustainable mobility or transport projects, particularly in countries within the respective regions,
- A sound understanding of regional sustainable mobility challenges and opportunities,
- Expertise in urban planning, transport policy, and/or strategy development,
- Experience supporting or collaborating with government entities, such as ministries or public agencies,
- Established networks across the public and private transport sectors;
- Prior experience implementing regional or multi-country projects or frameworks.
